Purpose: 

To conduct and facilitate socio-economic research that will inform planning to promote growth and development. 

Functions:

  1. Strategically manage economic research to  enhance provincial economic development planning.             
  2. Facilitate the development and management of the departmental research agenda  outlining reserach priorities over the medium term expenditure framework (MTEF).
  3. Manage the compilation of economic intelligence reports based on the research and analysis of international, regional, national and provincial data releases. 
  4. Support priority departmental initiatives/projects through research advisory services   
  5. Facilitate the research and analysis process in support of the development and review of the PGDS.       
  6. Coordinate and manage all stakeholders in supporting and enhancing  research capacity in the province.     
  7. Establish and maintain sustainable relations  with relevant stakeholders.

Purpose : 

To develop the knowledge economy through innovation  to promote economic development. 

Functions : 

  1. Implementation of the Northern Cape Information Society Strategy (NCISS) through priority strategic interventions and relevant institutional mechanisms.
  2. Promote expanded access and affordable high speed broadband connectivity with state and private sector partners.
  3. Promote content development relating to both private and public partners focusing on SMMEs in the province.   
  4. Manage departmental enterprise information architecture (EIA) and management information systems (MIS).
  5. Foster cooperation with govrenment IT functions and promotion of e-Government service platforms in the province.
  6. Manage skills development in the Knowledge Economy and Innovation unit.

Economic Research and Policy Development

Purpose: 
To promote integrated economic planning for faster economic development.
 
Functions:
  1. Develop and review economic policies and strategies
  2. Analyse and evaluate the impact of national policies, legislation and strategies on the economy of the province  
  3. Coordinate implementation of Outcome 4 across all stakeholders and report on progress   
  4. Coordinate all major stakeholders in the formulation, review and implementation of the Provincial Growth and Development Strategy (PGDS)
  5. Assist with sector specific and  transversal policy development processes

Purpose: 
Support and facilitate the transformation, diversification and growth of the provincial economy by promoting integrated development planning and innovation through efficient research to further growth and development.
 
Functions:
  1. Manage and supervise the conducting of research that will inform economic planning to promote growth and development
  2. Formulate the provincial economic policy, growth and development strategy.
  3. Monitor and ensure implementation, alignment and coordination of the provincial economic strategies across departments and other major stakeholders.
  4. Manage the development and promotion of a knowledge economy strategy and facilitate growth and development of the sector.
  5. Ensure integrated planning and implementation through the relevant institutional arrangements in the department.

 

It is made up of the following sub-programmes:

  1. Economic Research and Policy Development

Monitoring and Evaluation

Purpose:
To monitor and evaluate the effectiveness and impact of Policy objectives.


Functions: 

1. Monitoring of the performance of sector projects                    
2. Evaluations of the performance of sector projects                    
3. Implementation  and maintenance Monitoring and Evaluation Systems and Tool                    
4. Manage monitoring and evaluation of the Department’s  Performance                  
   (Service Delivery Outcomes and Management Practices)                    
5. Monitor and evaluate economic growth and development fund projects                    
6. Provide evidence base for public resource allocation decisions.
