Purpose : 
To promote, support and facilitate economic empowerment of the previously disadvantaged groups through the facilitation and co-ordination of BBBEE initiatives and promotion of preferential procurement.
 

Functions : 

  1. Facilitate business skills development and capacity building (business operations) for SMME`s across sectors through creation of procurement opportunities.

  2. Facilitate Preferential Procurement Initiatives to ensure and support promotion and establishment of SMME`s across sectors.

  3. Promote economic opportunities for women, youth and persons with disabilities within the province.

  4. Facilitate socio-economic partnerships for economic empowerment of social transformation target groups.

  5. Implementation and management of the Preferential

  6. Procurement Initiatives in key sectors of the Provincial Economy.

Regional and Local Economic Development

Purpose : 
To ensure the promotion of economic growth and development in local economies in partnership with key stakeholders.
Functions
  1. Render regional economic planning support to municipalities as per the   national LED Framework

  2. Coordinate and support regional economic planning and implementation forum on provincial level and support on district level

  3. Provide regional economic capacity building to the local municipalities

  4. Render project support for catalyst projects in the regional and local space

  5. Provide EPWP Sector planning and reporting as per EPWP guidelines

  6. Implement and report EPWP projects in the regional and local space

  7. Identify townships with need and potential for development

  8. Developments strategy with implementation plan

  9. Include in SDF and IDP of Municipality

  10. Assist Municipality to source funding and support implementation

Human Resource Development Strategy and Stakeholder Co-ordination
Purpose
To facilitate and coordinate capacity development of citizens within the Province
Services
Coordination of Human resource development interventions across all sectors in the province

Fuctions

  • The developing and maintaining of a Provincial Job Evaluation Policy.
  • The conducting of Job Analysis.
  • The provisioning of specialised advice on Job matters.
  • The provisioning of secretarial support to the Provincial Job
  • Evaluation panels.
  • The developing of Job Evaluation norms and standards.
  • The management of the Quality Assurance process.
  • The developing and maintaining of a Job Evaluation Database.
  • The co-ordination of Job Evaluation training.

SMME Development

Purpose: 
To ensure support and development of small business enterprises.
 

Functions: 

1. Facilitate programmes to support and promote  he establishment of SMME's across sectors. 
2. Develop and implement the provincial SMME.
3. Facilitate co-ordination and alignment of SMME support.
4. Develop and maintain a database of SMME's in the Northern Cape.

Human Resource Administration:

It is responsible to manage all HR information and it is tasked with developing transversal HR policies and advising departments on HR compliance. It manages and coordinates Human Resource Administration functions provincially and in the Office of the Premier.

Purpose

To provide strategic leadership in human resource administration in the Northern Cape Province, by ensuring a diverse, competent and committed workforce that is capable to deliver on Government’s mandate. The key focus of this division is to manage and co-ordinate the human resource administration function provincially and Office of the Premier

Services

  • The provisioning of recruitment and appointment services
  • Internal functions
    • Manage the recruitment and appointment process within the Office of the Premier
    • Facilitate transfers in and out the Office of the Premier
    • Facilitate the relocation of officials
  • External functions
    • Manage the recruitment and appointment process of Heads of Departments
    • Manage the period to fill vacant post within Provincial Departments
    • Manage the Vacancy Rate of Provincial Departments
    • Facilitate the development of Provincial Human Resource Administration Policies
    • Manage the implementation and compliance of the PSA, PSR, MPAT, PSCBC Resolutions
    • Implement conditions of service and service benefits
    • Payment of service benefits i.e. housing allowance, etc.

    • Administration of pension benefits
    • Development and implementation of transversal Human Resource Policies
