Mr Moeketsi Dichaba:  Head of Department 

Mr Moeketsi Dichaba is the current Head of Department (HOD) at the Northern Cape Department of Transport, Safety and Liaison.  He is known as a humble man of few words, yet an assertive administrator in Government, and has an impeccable track record in leadership. 
He is respected by many, including his colleagues, and he is always open to new ideas which improve service delivery.  He is the type of leader who always affords others an opportunity to grow.  The Trailblazer, as he is known amongst his ranks, is versatile, committed and continues to be a diligent Accounting Officer, who values and strives for discipline and hard work, from the workforce. 
His immaculate problem-solving skills ensure that the Administration continues to serve all sectors of society, and consistently delivers on its mandate. 
 
Academic Accolades

He has extensive management and leadership experience in the public sector, where he has gone through the ranks and started his career as an educator specializing in Mathematics and Physical Science.  He was later promoted to the position of Principal, at Bontleng Primary School, in Pampierstad.
He is:
  • A former educator and principal;
  • Holds a Qualification in teaching;
  • Holds a Qualification in Monitoring and Evaluation, obtained at Rhodes University;
  • Holds a Master’s Degree in Development Studies, obtained at the University of Free Sate.
 
Background in Government Leadership Positions

Mr Dichaba left the Department of Education, following the completion of his Master’s Degree, whereafter he  joined Local Government in 2002, were he was appointed as an Executive Manager in Social- and Community Services at Phokwane Municipality. 
After a year of service at the Municipality, he was appointed as Acting Municipal Manager and, through his leadership skills, he was able to stabalise the Governance and Administration of Phokwane Local Municipality. 
 
Proving his capabilities to lead the institution, he was later appointed as Municipal Manager at the said Municipality from 2005 – 2015. 
At the time of his departure, Phokwane Local Municipality was in a good and positive financial state, where the Municipality had in excess of fifty-million Rand (R50 000 000) cash investments in its coffers. The Municipality’s main creditors: ESKOM, Sedibeng and Vaalharts Water’s accounts were up to date.        
 
In 2015, he was appointed as Senior Manager of Co-operative Governance, at the Department of Co-operative Governance, Human Settlements and Traditional Affairs (COGHSTA), where his chief expertise was to provide support to municipalities in distress.  
In the same year, he was appointed as an Acting Municipal Manager along with Mayor Boeboe van Wyk, to rebuild Namakhoi Municipality. 
After successfully completing this task at Namakhoi Municipality, he returned to COGHSTA to continue to serve in the Administration.
 
Appointment to the Department

In April 2017, while still at COGHSTA, he climbed up the Administration ladder, when he was appointed as Head of Department for the Department of Transport, Safety and Liaison, in the Northern Cape. 
 
Serving with zeal and diligence in this position, upon his arrival at the Department, he took some of the matters forward, including curbing the illegal/fraudulent issuing of Taxi Operator Licenses and Permits, in the Department, where he was instrumental in the relocation of the Scholar Transport function back to the Department of Education.
 
He also decentralised the Taxi Operator  Licenses and Permits function to the districts, which represented a huge stride for service delivery, for operators and those communities who travelled from far-flung areas to access the services at the Provincial Office in Kimberley, as these services were not available closer to the districts.
 
More benefits and progress are expected to be derived, for the duration of his tenure, as Head of Department for Transport, Safety and Liaison.
