The Northern Cape Human Resource Development Council (HRDC) led by the Human Resource Unit in the Office of the Premier is a Multi sectoral forum which was launched in March 2014 and chaired by the Premier Sylvia Lucas.
The purpose of the Council is amongst others to:
- To provide a medium in the province for constant dialogue and consensus - building among stakeholders on all matters related to human resource development
- Identify skills bottlenecks and recommend appropriate solutions to unblock them.
- To mobilise senior leadership in organised business, government, organised labour, civil society and professional bodies, education and training, science and technology institutions to address the provincial HRD priorities in a coordinated and targeted way.
The second meeting for 2018/19 financial year was held on 15 November 2018 at Sol Plaatje University and attended by Members of the Executive Council, Heads of Departments Director General, senior officials of government, CEO’s of SETA’s, Representatives from National Departments and Principals of the Higher Education Institutions.

- National Policy for an integrated career development system.
- Update on ECD Strategy
- Inter SETA Report
- Proposal on the Provincial Skills Audit to be conducted by the Sol Plaatje University
Professor Ballim made a short presentation on the academic developments, qualification offered and infrastructure development at SPU which was followed by a tour of the institution.
