MEC Mac Jack vows to take action against any corrupt personnel or any maladministration practiced by anyone at Health Department, without fear or favour.

The Northern Cape Department of Health today had its first internal budget lekgotla, a few months following the inauguration of the 5th Administration. The aim of the budget lekgotla was to re-align, re-design and re-position the departmental financial spending patterns without compromising the daily delivering of a high quality health care service and for the department to improve on the audit outcome.

The internal budget lekgotla came at a difficult time when government resources are shrinking and budgets are realigned at both national and provincial level, due to the slow economic growth and forecasts.

The department has adopted and already started to implement the cost-containment plan and audit rectification plan as a measure of rigorously dealing with the financial challenges. These strategic interventions were outlined by MEC Mac Jack during the 2014/15 tabling of the budget speech on the 16th July 2014.

MEC Mac Jack in his address during the Departmental Budget lekgotla had this to say:

“Performance indicators should be reliable, well defined, verifiable, cost effective and relevant to Framework for strategic plans and annual performance plans.

There is a critical need to improve our organizational performance and productivity- it is time that you reshape your workplace for improved quality and service delivery under the new conditions and economic climate.

Thus we need to ensure that we change the culture in this department and end a culture of self-dealing. I have no hang-ups in life and I don’t subscribe to groups and camps in the workplace.

This is why I will take action against any corrupt personnel or any maladministration practiced by anyone, without fear or favour.”

The MEC used this session to encourage officials to do more work with fewer resources by identifying improvement opportunities, bench marking, setting new goals and examining their key processes to create organizational efficiency.

“As Officials, you need to measure your operating performance with your team using a balanced scorecard approach to increase accountability and ownership. You also need to track your tangibles and intangibles in order to ensure that your key performance indicators find resonance with your overall objectives.

Most of all, it is about putting together the leadership strategy and execution to constantly deliver high-quality, cost effective and user friendly service.”

The session is one of the department’s on-going exercises to deal with serious matters in the quest of providing quality health care services to all communities across the Province, at a cost that can be afforded.
