Empowering Northern Cape SMMEs with Financial Insights

On April 30, 2024, in Kimberley and May 7, 2024, in Kuruman, the Northern Cape witnessed significant events aimed at empowering Small, Medium, and Micro Enterprises (SMMEs) with crucial financial knowledge. These Information Sessions, themed "Access to Finance," were organized to bridge the financial knowledge gap and equip SMMEs with the necessary tools to tap into available funding opportunities.

The primary goal of these workshops was to provide Northern Cape SMMEs with relevant financial information on available funding opportunities and strategies to leverage these opportunities. A critical focus was on addressing the significant gap in the purchase order and invoice discounting market, which led to inviting key stakeholders in the purchase order funding space. By doing so, the sessions aimed to enable more SMMEs to effectively execute purchase orders from government procurement opportunities, thereby contributing to enterprise development, localization, job creation, and economic growth in the province.

Key objectives of the sessions included:

  • Promoting business compliance and access to funding opportunities for Northern Cape SMMEs.
  • Assisting SMMEs in leveraging available funding opportunities and increasing their uptake of these opportunities.
  • Improving the capacity and competitiveness of SMMEs in accessing funding opportunities.
  • Facilitating and promoting effective funding application processes for Northern Cape SMMEs.

The Northern Cape provincial government faces a significant challenge, with nearly 65% of procurement transactions conducted with suppliers outside the province, leading to a substantial capital flight. This deprives local SMMEs of opportunities that could spur local economic development and job creation. The lack of financial capacity to execute purchase orders received through government procurement further exacerbates this issue.

In response to these challenges, the B-BBEE portfolio of the Economic Empowerment Sub-Programme collaborated with the Department of Trade, Industry, and Competition (Dtic), LNDR Credit, Old Mutual's Masisizane Fund, the National Empowerment Fund (NEF), Services SETA, Small Enterprise Finance Agency (SEFA), Small Enterprise Development Agency (SEDA), DG Capital, and Lead CA to host these workshops.

These collaborative efforts underscored the commitment to fostering a more inclusive and financially empowered SMME sector in the Northern Cape. By equipping local businesses with the knowledge and resources needed to navigate financial landscapes, these workshops have laid a solid foundation for future economic resilience and growth in the province. Together, we can build a thriving and sustainable SMME ecosystem in the Northern Cape.

Regional Easter Champs of Champs Tournament: A Triumph for Sports and Economic Development

The SAFA ZF Mgcawu region proudly hosted the highly anticipated Regional Easter Champs of Champs Tournament on April 29-30, 2024 in Upington. This flagship event is a testament to our commitment to promoting sports and sports tourism, in alignment with our broader goals for economic development and tourism. Spearheaded by MEC Abraham Vosloo, the tournament is a cornerstone of our initiatives to foster community engagement and stimulate local economies.

The vibrant weekend witnessed an intense display of talent and sportsmanship as various teams from the ZF Mgcawu District battled fiercely for the title of 2024 Champ of Champs. Each team showcased their best skills, dedication, and teamwork, contributing to an electrifying atmosphere that captivated spectators and participants alike.

Amidst the competitive spirit and high-energy matches, one team emerged as the undisputed champion. We extend our heartfelt congratulations to NC PROS for their remarkable victory, solidifying their status as the 2024 Champ of Champs. In a stunning final game, NC PROS delivered an exceptional performance, defeating YOUNG ONES with an impressive full-time score of 9-0.

The success of this tournament underscores the importance of sports as a unifying force and a driver of economic and tourism growth. By bringing together athletes, fans, and communities, the Regional Easter Champs of Champs Tournament has not only celebrated sporting excellence but also highlighted the potential for sports events to boost local economies and foster tourism.

On 27 April 2024, the Department of Economic Development and Tourism proudly celebrated the 30th anniversary of South Africa's first democratic elections, an occasion revered as Freedom Day. This significant milestone was commemorated in Kiemos, ZFM district, where the spirit of unity and progress was palpable.

Our dedicated team seized this opportunity to empower small and medium-sized enterprises (SMMEs) within the community. Through a series of initiatives, we provided crucial financial and non-financial assistance, offering guidance on CIPC (Companies and Intellectual Property Commission) processes and disseminating information about the NEF (National Empowerment Fund) blended fund and TREP (Technology Research and Economic Participation) initiatives. These efforts were aimed at fostering an environment where local businesses could thrive and contribute to the broader economic landscape.

As we reflect on the heroes who fought tirelessly for our freedom, we are reminded of the importance of their legacy. TREP and YWD Enterprise Funds Reach ZF Mgcawu District

In a significant stride towards economic empowerment, the Northern Cape Provincial Government, led by Premier Dr. Zamani Saul, along with MEC Venus Blennies and MEC Abraham Vosloo, recently conducted a momentous handover ceremony at the Tol Speelman Civic Centre in the ZF Mgcawu district. The event marked the distribution of crucial funding and equipment to local entrepreneurs under the TREP (Township and Rural Entrepreneurship Programme) and YWD (Youth, Women, and Persons with Disabilities) Enterprise Funds.

The YWD Enterprise Fund has successfully uplifted 169 businesses in the district, providing them with the necessary resources to thrive and expand their operations. Meanwhile, through the TREP fund, 96 small businesses are set to receive essential equipment, bolstering their capacity and competitiveness in the local market.

Premier Dr. Zamani Saul emphasized the government's commitment to fostering inclusive economic growth, stating, "These initiatives are not just about financial support but about empowering our communities to build sustainable enterprises that contribute to our province's economic prosperity."

MEC Schools Engagement: Empowering Education in Askham and Rietfontein

The MEC Schools Engagement was marked by significant strides in educational support and infrastructure improvement, benefiting learners in Askham and Rietfontein. The engagement kicked off at JJ Adams Intermediate School in Askham and later moved to Rietfontein Combined School in Rietfontein, bringing much-needed resources and commitments to these institutions.

In a heartwarming gesture, 150 school uniforms were donated to learners from both schools, with 50 uniforms for JJ Adams Intermediate and 100 uniforms for Rietfontein Combined. This initiative aims to alleviate the financial burden on families and ensure that every child has the necessary attire to attend school with pride and confidence.

Additionally, JJ Adams Intermediate School received 40 new mattresses for its hostel, enhancing the living conditions for students residing there. Recognizing the critical need for improved facilities, MEC Abraham Vosloo announced a substantial commitment of R200,000 towards the renovation of the school's hostel ablution facilities. This investment will significantly improve the hygiene and comfort of the students, contributing to a better learning environment.

MEC Vosloo emphasized the government's dedication to nurturing the potential of every child through various educational initiatives. "It is government's priority to ensure that each child reaches their full potential through initiatives such as no-fees schools, school feeding schemes, and the NSFAS. We remain steadfast in our quest to ensure that every child has a brighter future," he stated.

MEC Vosloo Strengthens Support for Upington Schools

The MEC responsible for Finance, Economic Development and Tourism, Hon Abraham Vosloo, engaged with the School Governing Body (SGB) and educators of Keidebees Primary School, Rosendal Intermediate School, and Paballelo Primary School in Upington today. These engagements underscored his commitment to ensuring that both learners and staff members thrive in their educational environments.

During the meetings, MEC Vosloo congratulated the newly elected SGB members, highlighting the significant responsibility they bear in fostering continuous improvement within their schools. "It would be a great shame for the school's performance to regress during your tenure. You must ensure that you lead with fairness and transparency," he emphasized.

He further stressed the integral role schools play in community development, stating, "When the school flourishes, the entire community flourishes because schools are a beacon of hope to the hopeless. We are constantly supporting schools, primary schools in particular, to ensure a good foundation is established and can result in the continuation of the great improvement we've seen in our matric results as a province."

In a move to support students from less fortunate households, school uniforms were distributed to learners at all three schools visited. Additionally, MEC Vosloo made a commitment of R100,000 to Keidebees Primary School for the refurbishment of the school kitchen and to Paballelo Primary School in celebration of its 10-year anniversary.

Human Rights Month is commemorated in March to remind South Africans about the sacrifices that accompanied the struggle for the attainment of democracy in South Africa. Human Rights Day on 21 March falls within this period.

The month of March is a heightened period in South Africa to mark Human Rights Month, commemorated under the theme, “Three Decades of Respect for and Promotion of Human Rights”

On this special day of remembrance and reflection, we were honoured to be part of the commemoration in Carnavon, Pixley Ka Seme district. As we remember the sacrifices made for the attainment of democracy in South Africa, we were also committed to actively contributing to our community's growth and prosperity.

The Premier Dr Zamani Saul urged the community of Carnavon to unity and fight against crime, Gender based violence and all ills in our community. Dr Saul called on the people of the Northern Cape and Kareeberg to partner with Provincial Government to improve the quality of the lives of the people of this Province.

As the Department of Economic Development and Tourism, we are proud to have participated in the service delivery fair, bringing essential government services right to the heart of Carnavon. Our team worked tirelessly to assist small and medium-sized enterprises (SMMEs) with vital tasks such as business registration, filing annual returns, and renewing BBBEE certificates.

Nail Art Training

The IEDS Unit embarked on a two week Nail Art Training for young unemployed youth and women  who are in the Beauty industry. This Nail Art Training has now been conducted throughout the 5 districts in the Northern Cape. The objective of this training intervention is to return the Beauty Industry into the hands of young South African’s. The Department aims to increase the economic participation of youth and female South Africans in the provincial economy. The training was done in Springbok, in the Nama-Khoi Local Municipality, at the SEDA boardroom, for a period of two weeks. An accredited service provider was appointed to conduct the training. The Economic Empowerment Unit (Women) in collaboration with Seda provided business support to the trainees.

The purpose of this Training was to enable those who are in this industry perfect the skill with modern developments within the industry and to increase their participation in the provincial economy.

SEDA presented their services and the trainees will be register for Business Training and Other Models of Training within the Seda Scope of development, 3 Participants were allowed to apply for the grant funding from Small Business Development the applications closed on the 1 March 2024, some trainees could not qualify for the grant fund due to the criteria.

The students were trained on: Gel overlays, Nail Technician, Nail Art, Acrylic overlays and Art, the student was also trained on the importance
of Health and Hygiene and how to keep their clients coming back to them, time management and friendly environment for the clients.
Each student received a startup kit to enhance and kick start their business.  Seda also shared information on the Trep Application, the unit worked closely with relevant stakeholder to identify the students that were given the opportunity to participate in the Training.

Themed "Tourist Guides - Our Guardians in Promoting and Encouraging Green Tourism," that year's celebration underscored the crucial role that tourist guides played in environmental preservation and the promotion of sustainable tourism practices. The Northern Cape Department of Economic Development and Tourism, in collaboration with the Department of Road and Public Works, Sol Plaatje Municipality, Department of Agriculture, Environmental Affairs and Land Reform, Northern Cape Urban TVET College, and McGregor Museum, was committed to honouring this theme through various initiatives.

On March 7th, the city of Kimberley came alive with the spirit of International Tourist Guides' Day, as people gathered to pay tribute to those who played a crucial role in shaping the tourism industry and creating memorable experiences for visitors. Our celebration kicked off with a series of clean-up activities at various tourist attraction sites in the Kimberley area. This was our commitment to fostering sustainable tourism practices and keeping our beloved destinations pristine for future generations to enjoy.

A Promise for Tomorrow, Back to School Campaign

On the 17th of January 2024, the community brimmed with anticipation, for it was the day of the much-awaited back-to-school campaign led by the esteemed MEC of Finance, Economic Development, and Tourism, Honourable Abraham Vosloo.

MEC Vosloo, accompanied by officials from the Department of Economic Development and Tourism and Provincial Treasury, set out on a mission to ensure that schools were prepared for the upcoming academic year. Their destination: Oranjezicht High School and Morelig Primary School.

At Oranjezicht High School, MEC Vosloo stood tall before the eager students, his words carrying the weight of wisdom and hope. He commended the dedicated teachers for their unwavering commitment to nurturing the minds of the youth. "Schools are the crux of society," he proclaimed, his voice resonating with passion. "If schools and churches are not holding firm, then the chance of society collapsing is high."

Addressing the students, MEC Vosloo spoke of challenges they faced, particularly the alarming rate of teenage pregnancies. With a solemn expression, he urged them to stay focused on their studies, emphasizing the importance of education in shaping a brighter future. "Stay focused on your studies to ensure that you create a better life for yourself and your family," he advised, his words echoing in the hearts of the young listeners.

Moved by MEC Vosloo's words, the students of Oranjezicht High School pledged to uphold their commitment to learning, determined to defy the odds and pursue their dreams with unwavering determination.

Meanwhile, at Morelig Primary School, a similar scene unfolded. MEC Vosloo and his team presented the school with a generous donation of R30,000 to purchase sporting equipment, igniting joy and excitement among the students. With beaming smiles, they envisioned a future filled with opportunities for physical activity and growth, thanks to the support of their community leaders.

As the day drew to a close, the echoes of MEC Vosloo's message lingered in the hearts of the students and teachers alike. Inspired by his words and empowered by the generosity of their community, they embarked on the new school year with renewed vigour and determination.

And so, in the town of Keimoes, amidst the vast expanse of the Northern Cape Province, a promise for tomorrow was forged—a promise of education, empowerment, and endless possibilities for the youth to thrive and succeed against all odds.

Digital Marketing Boot Camp

Digital Marketing Boot Camp hosted by Digify Africa in conjunction with Stanlib and supported by DEDaT, currently underway, in Kimberley.

Youth owned enterprises were invited to attend a small business focus group, which will assist in designing the digital marketing programme.

Digify GPs is A 10-week intense digital marketing boot camp designed to give skills to unemployed youth in Kimberley, Northern Cape, to kick-start their careers in the digital economy. Handover of Equipment to Informal and Micro Enterprises

The Department of Small Business Development joined by the Northern Cape Department of Economic Development and Tourism, and SEDA hosted the Informal and Micro Enterprise Development Programme (IMEDP), on 12 May 2023, in Pampierstad, Phokwane Local Municipality.

Deputy Minister of Small Business Development, Dipuo Peters, joined by MEC Venus Blennis from the Ministry of Women, Youth, People with Disabilities e-Government and Communication handed over equipment and machinery to 63 informal business owners in Pampierstad, Northern Cape.

The handover was part of the project's second phase, which started in 2022. Phase one required all the identified enterprises to undergo skills development and training on necessary business skills.

The ceremonial transfer is part of a national strategy to boost the competitiveness and sustainability of informal and micro enterprises so they may develop faster and become formal businesses in the mainstream economy.

The government is dedicated to meeting the needs of rural areas, with a special focus on young people, women, and informal traders.

Deputy Minister, Dipuo Peters, stated that the government is handing over the tools of trade to enterprises in an effort to grow and revitalise the township economy. She further encouraged youth to join and establish business structures to advance their business interests and stake in local economies.

DEDAT encourages the participation and meaningful inclusion of people of the township into the mainstream economy of the Northern Cape through their own township enterprises which are supported by the government.

SMME’s embark on a Construction Project Management Training

Fifteen (15) SMME’s of which 14 is women (5Y) and 1 male adult successfully concluded a five-day training project management programme organised by the Department of Economic Development and Tourism training held in Kimberley at KIDJA from the 26-30 September 2022. The focus was on developing the skill of Women owned businesses, as there was a challenge on finishing projects on time and the mis-costing factor during tendering process. Opportunities in the Construction Sector communicated to SMME, focusing on empowering women.

The program was intended for SMME who want to develop their project management capabilities that will give them a better understanding of project design and implementation after taking the course.

Participants in the course have learned about the basic principles of project management. They will learn how to draft the project charter, identify the project's goals, and evaluate risks. They were given a primer in budgeting concepts. Participants have also learned about the basics of project management and attend courses on creating a solid business plan and the business model.

The program is intended for SMMEs who want to develop their project management capabilities. They will have a better understanding of project design and implementation after taking the course. Both SMMEs with project implementation expertise and young people who have never planned their own projects but would like to start were invited to the course. The project design and implementation tools and knowledge will be provided through the course.

Clothing manufacturing SMME’s receive Industrial Sowing equipment

Seamstress training for all targeted groups was undertaken in the Frances Baard District, through a two- legged approach, were they got trained in manufacturing clothing items, dress, shirt, skirts and trousers as well masks. The follow-up was on enhancing their productivity with another week training using industrial machines, with a commitment to shift them into the formal sector and support the ten candidates with sewing industrial machines during Women’s month commemoration.

Women in manufacturing training of sanitary pads

At least 15 women successfully concluded a five-day training programme organised by the Department of Economic Development and Tourism on 26-30 September 2022. The program aims to, among other things, increase the capacity of young girls and women and to equip them with knowledge on how to produce reusable pads for their own usage and personal hygiene, particularly during their menstrual cycle. To assist them with the ability to build basic personal and interpersonal skills this will serve as a foundation for all further business learning.

No woman or girl should have to endure the humiliation of managing her monthly flow with old garments, rags, old foams, and the like because they lack the money to purchase sanitary pads. Because of the embarrassment and jeers they receive when they get ruined, the girls skip class. They frequently stop attending school as a result of this.

The objective of the Economic Empowerment unit is to champion women economic empowerment and participation, as well as ensuring women owned enterprises are integrated into the mainstream economic activity in the province, thus targeting activities of People living with disability, Youth and Woman that operate within the Northern Cape.

The Department aims at unleashing the ultimate potential of women owned enterprises through skills and capacity building. The main objective of the initiative is to upgrade the basic skill of women to compete evenly for procurement opportunities, with the major focus being in the Manufacturing Industry. The secondary objective is to grow women’s enterprises in the province, mainly home-based enterprises.

The programme targets South African Women in rural and peri urban areas, who own enterprises or belonging to a co-operative entity. Women must be able to use technology and be able to compete for tenders with a clear understanding of pricing and compliance requirements. Preference is given to women who have start-ups and those who are in expansion phase. The Department collaborates with stakeholders such as municipalities and SEDA for our data bases for the recruitment of candidates for the trainings and sessions.

NATIONAL TOURISM CAREERS EXPO (NTCE) 2022

The Northern Cape Department of Economic Development and Tourism has enabled 35 grade 11 learners, four Tourism teachers and six out of school youth to attend the NTCE taking place in Johannesburg from the 30th September -2nd October 2022.

The National Tourism Career Expo is an interactive platform showcasing different careers, skills development initiatives and business opportunities in the tourism sector, it meant to facilitate interactions between high school learners, tertiary students, education and training providers, tourism industry and funding institutions so that information and knowledge can be shared on available education training and diverse career opportunities. The event also showcases available tourism professional opportunities and profile their importance in South Africa and global economies.

VENDANTA ZINC INTERNATIONAL LAUNCHES THE SECOND PHASE OF ITS GAMSBERG PROJECT

Premier Dr. Zamani Saul, joined by the MEC responsible for Economic Development and Tourism Mr. Abraham Vosloo, together with the Vendata CEO for business, Mr Arun Misra, on the 5th August 2022 officiated the sod turning project of phase 2 of the Gamsberg Project.

The second phase valued at R7 Billion committed by Vendata at the investment conference held by the President in 2019. The second phase will employ 2500 people during its construction phase and 1000 during operations. With a lifespan of more than 30 years, the project is set to make a huge difference not only in the Namakwa community but throughout the province and the country.

In his inputs, Premier Zamani Saul thanked Vendata Zinc International for their continued support to the province and their contributions to lessening the unemployment rate in the province.

Vendata mine intends on building a Gamsberg Refinery Which could see a further investment valued at R10 Billion and employ 15 000 people at its peak.

The Northern Cape Provincial Government remains committed to its vision of building a modern growing and successful province together with the private sector for the benefit of the people of the Northern Cape.

Symposium on Economic Policy in the Namakwa District

A district economic policy symposium with the theme "Industrialization" was held on August 25 in Namakwa District by the Department of Economic Development and Tourism, Sector departments, district and local municipalities, government organizations, SMMEs, and funding agencies were all in attendance. This symposium's objective was to examine various industrialization-promoting policies and interventions that can be put in place to make sure that nearby firms and communities’ profit from these programs.

The Department of Economic Development and Tourism's Mr. D. Christians spoke on the opportunities available to SMMEs through the SMME Programs. He added that just two businesses have received funding from the NC SMME blended fund, which is a loan and a grant that runs from R250K to R79 M. OP Village Pty(Ltd)-JTG and Eden Est-Diggies Lodge-FB are the two businesses.

In addition, Mr. Kgatliso Manake went into great detail about the National Empowerment Fund Product and the funding requirements, which include the company having a minimum percentage of black ownership or interest, empowering black women, creating jobs, the business being located in a certain area, and showing a return on investment.

An MOA between Sasol and the regional province government governs the Boegoebaai green hydrogen derivatives project, which was announced in October 2021. 

The project is situated in the Northern Cape, 20 km south of the Namibian border; it is conveniently close to the Northern Cape solar belt and the export market. SEZ designation offers a financial benefit for development in addition to regulatory enablers, and Boegoebaai port is endorsed by the presidency, which has designated it as a Strategic Infrastructure Project. The projected Boegoebaai port would connect to the current rail system via Postmasburg and Boegoebaai.

Phase 1 of 8 will result in an increase in population of roughly 75,000, which will change the scenery of the Namakwa region. The latter should also be taken into account, with a potential ramp of 3% annual increase after the project reaches maturity and starts to ramp up in 2035. During the building and operational phases, projects will be assisted by engineering, procurement, and construction (EPC) services, and all of these services and expertise will mostly need to originate from the province, necessitating the need to upskill and create capacity to meet the demands.

Micro Enterprise Development workshop

The Department of Small Business Development (DSBD) together with Department of Northern Cape Department of Economic Development and Tourism (DEDaT), Small Enterprise Development Agency (SEDA) and Small Enterprise Finance Agency (SEFA) embarked on an Informal and Micro Enterprise Development Programme (IMEDP) workshop for potential beneficiaries on the 28 July 2022 in the Kei Garib Local Municipality.

DSBD with the mandate to lead and coordinate an integrated approach to the promotion and development of entrepreneurship, Small, Micro and Medium Enterprises (SMMEs) and Co-operatives, and to ensure an enabling legislative and policy environment to support their growth and sustainability saw if fit to embrace our province with the IMEDP programme. IMEDP is a specially designed programme that aims to empower and develop informal traders to become skilled and adequately equipped to manage their businesses. It provides equipment and machinery if needed to the value of R15 000 per beneficiary.

The IMEDP provides qualifying entrepreneurs with basic business management training followed by a 100% grant for the acquisition of basic equipment and tools. The programme is a Department of Small Business initiative, and is now delivered through SEDA's network.

The basic qualifying criteria for this programme is that the entrepreneur must have been trading for at least three months, must be a South African and black-owned informal and micro enterprise, must produce a certified South African Identity Document for both the owner and employees. The applicants must further provide proof of banking, should they be using a stockvel proof thereof is also required. The applicants must have also undergone mandatory business development training which takes place at SEDA's 53 branches.

Entry into the programme requires the participants to undergo a rigorous adjudication process in which all required documents would be verified for validity at SEDA's Provincial offices. The immovable property such as land and buildings are excluded from the programme. IMEDP does not cover operational costs such as wages, municipal rates and electricity and water bills. Applicants who have already benefitted from other government or State Owned Entities schemes or incentives are also not eligible to benefit from the IMEDP. The Adjudication Committee has the sole discretion to deem any other cost as non-qualifying.

Strict supply chain processes as per government regulations are adhered to in the procurement of these tools and equipment. The informal business refers to enterprises that are not registered, taxed and operates outside of government regulation. Micro enterprises refer to registered businesses with a turnover of less than R250 000 and employs fewer than five people. The programme was a huge success having more than 100 applicants from the area submitting their applications in this regard.

Youth day Celebration 2022

This year mark the 46th anniversary of the student uprising in Soweto, On June 16 each year, Youth Day is celebrated nationally in South Africa. The day commemorated the Soweto Uprising where thousands of students were ambushed and attacked by police officers from the apartheid regime when young people protested against imposition of Afrikaans by the apartheid regime as a medium of instruction.

The uprising ended tragically with hundreds of young people being brutally killed. Following the advent of democracy in 1994, the new democratic government declared 16 June as National Youth Day and June as the Youth Month. The declaration honours of the contribution of the youth in the struggle for the liberation of South Africa.

The Northern Cape Provincial government commemorated Youth Day in Camden, in the John Taolo Gaitsewe District. The event was attended by among others; Acting premier, Mr. Maruping Lekwene, Members of the executive council, the house of traditional leadership and other key Stakeholders.

This year commemoration was celebrated under the theme “Promoting sustainable livelihood and resilience of young people for a better tomorrow”. Following the Theme the Northern Cape Provincial Government organised a services fair at Ba-Ga Phetlhu Tribal Office at Camden in the John Taolo Gaetsewe District. An array of government SOE’s and the private sector services where invite to showcase Opportunities to the youth ahead of the provincial Youth Day Commemoration.

Government Departments including Department of economic development and Tourism, SASSA, Education, Health, Justice, Water and sanitation, SEDA, Home Affairs, Labour, Sports, Arts and Culture, Roads and Public works were rendering services and showcasing bursaries and economic opportunities to the youth. They were alongside private and tertiary institutions such as Standard Bank, TVET Colleges and Sol Plaatje University.

TSANTSABANE MINING INDABA

The Department of Mineral Resources and Energy, in partnership with Department of Economic Development and the Tsantsabane Local Municipality hosted an indaba and procurement workshop from the 13th to the 14th of June 2022 in Postmasburg, Tsantsababe Local Municipality, Northern Cape.

The Indaba focused on the challenges relating to infrastructure, state of roads, procurement initiatives and mining opportunities within the province.

Due to the socio-economic development challenges that has been confronted by most of our mining communities despite the increased economic pressure that the COVID 19 has exacerbated in the sector.

The Indaba brought together various stakeholders in the mining industry, including government, captains of the mining industry, and various communities to deliberate on the challenges and opportunities in the mining industry.

According to the HOD of Department of Economic Development and Tourism Mr T. Mabija “Some of the complaints that are raised by communities are that the mines are not fulfilling some of the commitments on the Social Labour plans (SLPs) as a result it brings friction between the communities and the mines so as a department, we have partnered with DMR and the Tsantsabane Local Municipality to assist in continuous monitoring and implementation of (SLPs) and report back to communities”.

“Since Postmasburg, in the Tsantsabane Local Municilipaty has been identified as a town to be converted into a Smart City one of discussion was to look at infrastructure problem in the area and how do we as the three sphere of government and the mines in that area going to solve that, as we all know in order to convert a town into a smart city you need to have your basic infrastructure running smoothly and the municipality to have a capacity to handling municipality functions sure that t are basic service delivery” alluded Mr Mabija

Mining representative from the different mining houses in the Tsantsabane area presented procurement opportunities that they have for SMME’s.  The Head of Department requested the mines to partner with government when it comes to enterprise development and appealed to SMME’s must prepare themselves for future opportunities if they do not have the necessary skill or expertise to start partnering with skilled SMME’s in order for them to access these opportunities. “As government the objective of these discussion is for sustainability of our communities during and post mining so that there can be tangible legacy projects,” said Mr Mabija.

JOHN TAOLO GAITSEWE (JTG) DISTRICT ENGAGEMENT

The Department of Economic Development and Tourism (DEDaT) held a district engagement on the Economic Reconstruction and Recovery Alignment Plan, as well as the Economic Transformation and Job Creation forum on the 10th May 2022 in Kururman, John Taolo Gaitsewe Distrct (JTG).

The Executive Mayor, of the District Municipality, Councillor Queen Mogatle, welcomed the attendees and said that it is important for government to work with all sectors and all the people of district to ensure the successful recovery and reconstruction of the economy. 

According to Mr Letlhogonolo Setlhabi. Manager: Policy and Planning “the objective of the (JTG) district engagement, was to ensure alignment between the Provincial and District Economic Recovery Plans programmes of government from national, provincial to local to ensure maximum benefit from the communities”.

Funding agencies such as Department of Trade, Industry & Competition (dtic), presented incentive schemes that are available for local SMME,s.

As a department, one of our strategic objectives is to support and facilitate the transformation, diversification and growth of the provincial economy, by promoting integrated economic development planning for faster economic development, therefore these district engagements have been identified as platforms to address that.

SMME’s clothing manufacturing training

With the provincial unemployment rate sitting at 24.9% and Covid-19 destructions, most families in more dire situations than they are in now. As a measure of creating an economic enabling environment, the Department of Economic Development and Tourism Empowerment unit conducted a clothing manufacturing training in Frances Baard on and the Pixley Ka Seme districton.  

These training sessions seeks to advance Township Revitalization to develop and promote the culture of entrepreneurship in our communities with a special focus on township economy. Through this programme DEDaT promotes economic development of rural communities and creates some jobs for the rural unemployed, mostly women, youth, and people with disabilities. The aim of the sub-programme is to create an enabling environment in which the enterprises are developed and flourish through the financial and non-financial support provided. The main objective of this training is to assist women owned enterprises in this industry in upgrading their equipment process, products and people, to grow employment and re positioning our women to compete effectively against bigger manufacturers.  The team will focus on the content of the training, prioritize marketable products also outline procurement opportunities that can be accessed, to ensure the training has an impact that can change the lives of beneficiaries. The training targets groups of women, youth and people living with disabilities.

On the 09th -13th May there were 10 candidates from the seamstress sector from Frances Baard trained. The facilitator advised the trainees that a minimum of 120 credits is required to obtain a full SAQA recognized clothing and manufacturing qualification. This training provided the trainees with a minimum of 20 credits and advised that to choose their training opportunities carefully so that through these training opportunities that will be able to obtain that qualification.

The programme aims to help families or households to develop livelihoods or ways of earning an income, in ways that will be lasting and effective. The goal is to get people doing things, or producing, so they can feed their families and trade.

KIMBERLEY DIAMOND GRANDSLAM BLOEMFONTEIN

Skateboarders from across South Africa headed to the Free State for the Kimberley Diamond Cup Grand Slam on the 7th May at the Bloem Show in the Free State province. The skateboarding fans were entertained by top skateboarders, BMX flat from around the country.

The Grand Slam events are a competitive skate format in South Africa in-terms of scale and prize money. The Grand Slam events feeds into the Kimberley Diamond Cup and are designed to create a strong awareness of the KDC main event.

Fans were also entertained with other extreme sports codes such as BMX flat and FMX show. The Grandslam culminated with the finals, where the winners were awarded cash prizes.

The Northern Cape is now the definitive home of extreme sport in South Africa and has the proven credentials and events that can attest to that status. Grand slam winners will automatically qualify for the Apex event later this year.

Skaters across the country and fans will head to Northern Cape for the Kimberley Diamond Cup skateboarding Action Sport Festival later this year, an event that is contributing significantly to position the Northern Cape as an international extreme sports and adventure destination. As a department we are looking forward to welcome them all to the city of Kimberley, this sport has positioned our Town and put it on the map as a skateboarding capital of the world.

CULTIVATING ENTREPRENEURIAL MINDSET

The Department of Economic Development and Tourism in Collaboration with National Youth Development Agency (NYDA), The National Consumer Commission, Department of Employment and Labour and SEDA conducted a Career, Job Readiness and Entrepreneurial Program on the 30th May- 03rd June 2022 at various disadvantage schools around the John Taolo Gaitsewe District.

The purpose of these sessions was to help learners to make a shift from the general understanding of life and work to a more specific understanding of the realistic and practical career options that are available to them and most importantly to cultivate an entrepreneurial mindset. This intervention was also helping the learner understand their strengths and weaknesses and then match them with their skills so that they can get suitable career choice. 

“Entrepreneurship is not merely starting a new venture; it is a mindset. It requires a certain level of skills to be an entrepreneur. Some people are born with this mindset, others hone their skills and attitude through education and as a department we want learners to know that entrepreneurship can play a pivotal role in the growth of the economy” said Ms Moalekwa from the Economic Empowerment unit in the Department.

As a department one of our strategic objectives is to create an enabling environment in which the enterprises can be developed and flourish through the financial and non-financial support provided, therefore these sessions of cultivating entrepreneurial mindset has been identified as a platform to reach out to the youth, so that they take advantage of the opportunities, be part of the provincial economy and make informed decisions for their future.

MEC Vosloo visit KODA Multi-purpose centre in Upington

On May 25 at Upington, MEC for Finance, Economic Development, and Tourism Hon. Abraham Vosloo conducted another productive visit while serving his constituency there. The MEC spoke with a non-profit organization and invited his audience to talk about a variety of issues that are influencing their operation.

KODA is a non-profit Organization (NPO) which operates a Multi-Purpose Centre based in Rosedale in Upington. To help young people in the area realize their full potential, they are striving for youth empowerment. The centre helps with business registration and training, and it is currently operating on land granted by the municipality on which they have erected a temporary facility. Currently, the centre serves a hot lunch every day to around 250 people with the aim of feeding more.

Their immediate objective is to have electricity and ablution facilities installed at the centre. To be self-sufficient and able to feed themselves, they will also want the centre to operate a farm and garden. The centre has a lot of goals, and they think with government support they can achieve more.

Northern Cape Mining and Minerals Investment Conference 2022

The Northern Cape Department of Economic Development and Tourism, in collaboration with the Northern Cape Provincial Government and the Department of Mineral Resources and Energy, hosted the Northern Cape Mining and Minerals Investment Conference from 10-11 March 2022 in Kimberley. The conference was hosted under the theme, “Growing a globally competitive and transformed mineral resources and energy sector”. Mr. Thami Mabija, Head of Department for the Department of Economic Development and Tourism, served as Programme Director for the two- day event.  

Optimistic about the sector and the outcomes of the conference for the Northern Cape Province, the Premier, Dr. Zamani Saul reflected on the state of mining in the province. A commodity rich province, the mineral resources can help grown the economy and GDP of the Northern Cape. Dr. Saul emphasised that the mining sector was growing at a steady rate in the province and that at present the mining sector is the second largest contributor to the provincial economy, standing at 22.9% with the largest contributor being government services. 75% of the worlds’ manganese is extracted from the NC. Therefore mining houses are called to consolidate their efforts within mining communities in order to have a meaningful and longstanding impact on local communities. Furthermore, mining houses must contribute to local infrastructure development as a key stakeholder in mining communities. One of the challenges to be mitigated is the size of procurement by mining houses, which makes it difficult for local SMMEs to secure contracts. In order to realise the vision of the Northern Cape a balance must be struck between social, economic and environmental factors. At the end of his address the Premier stated the Northern Cape needed to industrialize and that if we wish to grow the NC economy then we need to grow mining and its contribution to the province.

The Deputy Minister of Mineral Resources and Energy, Dr. Nobuhle Nkabane gave the opening address for the conference and emphasized the importance to transform the mining and minerals sector through the expansion of opportunities for historically disadvantaged individuals and ensuring that the country’s mineral wealth benefits South Africans. Dr. Nkabane applauded the multinational corporation South 32,  for conducting its operations in the NC, including the reconstruction of the Rearata Primary School in Kuruman. Government and mining communities want to see a tangible impact made by mining houses, by making local communities central to development. The Deputy Minister further  announced Cabinets approval of an Exploration Strategy for the Mining Industry of South Africa. Exploration is the first step in mining and the strategy seeks to ensure exploration provides for the inclusion of emerging exploration companies. Mr Musa Mabuza, CEO of the Council for Geoscience, encouraged exploration in South Africa and added that the country used to be a leader in exploration, globally. According to Mr Mabuza the Northern Cape is a leading frontier exploration destination.

CEO of Mapeo-Andi Mining Services (Pty) Ltd, Mr Kabelo Andreas spoke about the opportunities for new players within the mining sector. He stated that SMMEs in the province could be capable of doing core jobs in the sector such as drilling and blasting and encouraged SMMEs to seek such opportunities in actual mining operations and not jobs such as gardening services. Opportunities in mining operations are there and SMMEs must seek out these opportunities. He also called for banks to be involved in providing funding and other financial solutions to SMMEs in the mining and minerals sector.

On day two of the conference, Mr Hendrik Louw, CEO for NCEDA, presented the investment potential within the Namakwa Special Economic Zone (SEZ). He highlighted that the NC does not have an industrial park as yet and this is an opportunity for investors. He further reaffirmed that mining was a catalyst for economic growth and made an example of Aggenys in the Namakwa District municipality which is no longer a mining town but an industrial town, in which Vedanta Zinc International is already running the Gamsberg Zinc Mine and intends to build a smelter.

Moreover, Ms. Nompumelelo Maisela, acting Director: Black industrialists, from the Department of Trade and Competition (DTIC) presented opportunities for black industrialists in the sector and emphasised that mining was one of the targeted sectors as it cuts across various other sectors such as agro processing, the automotive industry, blue oceans economy and construction to name a few. She also identified the sector as one which has not industrialised. South Africa is in need of mineral black industrialists. The funding available for Black Industrialists is focused on industrializing and does not fund mining.

Robust panel discussion on the following topics were held:

  • Social Cohesion: Assessing impact and achieving sustainable mining communities.
  • Beneficiation and small - scale mining

These discussions provided guidance to the Deputy Minister and all stakeholders on proposed interventions and challenges.

Through events such as the NC Mining and Mineral Investment Conference, the provincial and national government hopes to reinvigorate the sector and provide progress on the action plan at the next mining conference in 2023.

CALLING ON SMMEs IN RENEWABLE ENERGY TO SUBMIT THE EXPRESSION OF INTERESTS FOR THE PILOT ROOFTOP SOLAR PROGRAMME IN THE FRANCES BAARD DISTRICT MUNICIPALITY

The Northern Cape SMME (NC SMME) Trust calls on aspiring SMMEs and those already operating in renewable energy to submit their company profile (the following must be submitted: certified directors IDs and CIPC documents) for registration on the NC SMME's database. As Part of its ongoing partnership with Department of Economic Development and Tourism, the NC SMME Trust entered into an agreement with to implement the rooftop solar programme on behalf of the SMMEs in the Frances Baard 1District Municipality.
 
The programme's overall approach wishes to address the capacity gap/s identified. One of the critical issues identified is the inclusiveness and participation of SMMEs in the national rollout plans. The programme aims to develop and implement capacity building programmes for SMMEs to participate in the renewable energy sector, and enrol them into an incubator programme.
 
We, therefore, call on all SMMEs and Cooperatives in the renewable energy sector to register their expression of interests. The following criteria will be applied:
  • 1. Registered business entities with CIPC.
  • 2. Business should be located in the Frances Baard District Municipality.
  • 3. Only companies with qualified electricians will be considered
The applications MUST be submitted to the NC SMME Trust Office by no later than Friday, 4th February 2022 before 16H00. CALL FOR APPLICATIONS TO THE SA SCHOOL OF COMMUNITY NETWORKS

The South African School of Community Networks is looking for applicants for a course on Community Networks. Community Networks are a model of internet service in which communities own, install, manage, and operate their own local internet services. This course aims to equip participants with skills and knowledge relevant to run a local Community Network, with expert assistance where necessary.

The course will consist of two phases - a study phase, and a mentorship phase. The study phase will run between January to May 2022 and require 6-7 weeks of full-time, in-person work, and 8-9 weeks of part-time, online work. The mentorship phase will run between June and November 2022 and require part-time, online work.

Applicants must be over 18 years old and have a legal South African ID. They must also be responsible, motivated, hardworking, respectful of others, disciplined, able to work well in groups and on their own, good at communication, entrepreneurial and be community orientated. All applicants must demonstrate a good knowledge, experience, or skills in community work, business, and technical / ICT skills, or have the ability and interest to learn these.  

Applicants should be able to speak, read and write in English, as well as be comfortable using digital devices such as phones, tablets, and laptops. They should know how to use the internet, email, and programs such as Microsoft Word and Excel. It is strongly recommended that applicants have passed matric, as some of the coursework will require mathematics, strong financial literacy, math’s, and science. University graduates and others with tertiary education may also apply.

The SA School of Community Networks is looking for three participants from each of the following communities: Ocean View (Western Cape), Khayelitsha / Nyanga / Gugulethu (Western Cape), Soweto (Gauteng), Mankosi / Zithulele villages (Eastern Cape), the Amadiba area (Eastern Cape), Mamaila Tribal Authority (Limpopo), and Mapoteng, John Taolo Gaetsewe Distract (Northern Cape).

Due to the focus of the course being to capacitate a core group of three people within these specific communities, it would be ideal if applicants know each other and apply as a group – either as individuals or as part of an existing community-based organization.

Mandarin Language Training Opportunity for Tourist Guides 2021

The Department of Tourism hereby invites applications from registered tourist guides operating in North West, Free State and Northern Cape provinces to apply for the foreign language-training programme that the Department will be funding for the 2021/22 financial year. The main objective of the training is to capacitate tourist guides in the Mandarin language to enhance their skills and to better serve the needs of the Chinese market.
 
The Department will be sponsoring Phase 1 of Mandarin language training at Hanyu Shuiping Kaoshi (HSK1) for registered tourist guides from these provinces. The current intake is for Phase 1, which upon completion of this phase and based on the performance of candidates, a further selection process will take place and candidates may be considered for admission into phase 2 of programme HSK2, which includes cultural and social immersion.
 
CRITERIA FOR ADMISSION AND CONDITIONS OF ENROLMENT
Registered tourist guides that are interested in participating in this programme will be required to submit a written motivation (not
exceeding 1 page) giving reasons why they should be selected to undergo training in Mandarin. Please ensure that your full name and
surname along with your valid tourist guide registration number is also included.
 
APPLICATION AND SELECTION process
• Applicants should have 2 – 3 years’ guiding experience. Experience with the Chinese market will be an added advantage.
• Shortlisted candidates may be required to undergo an interview process.
• Once selected, guides will be required to undergo an extensive and continuous training programme for an estimated duration of
two (2) months envisaged to take place between August and December 2021.
• Full-time employed guides who are selected to undergo training will be required to submit a letter signed by the employer (on a
letterhead) giving permission to attend and participate in the language programme.
• Selected candidates may be subjected to vetting processes and signing of a learner contract as a commitment to the training programme.

South African Tourism has conceptualised a specific marketing campaign, “Summer Differently” to unlock and re-ignite domestic tourism. The NCTA has developed a provincial summer campaign to complement the national campaign which will be showcasing the Northern Cape’s iconic must do summer experiences.

The campaign slogan Summer differently… take the road less travelled and explore the myriad of small dorpies, towns and villages of the Northern Cape embodies our campaign objective.

BUYING LOCAL THIS HOLIDAY SEASON WILL KEEP SOUTH AFRICAN BUSINESS ‘IN THE GAME’

People who loosen their purse strings during the upcoming holiday season and buy local instead of imported products could help improve South Africa’s economic outlook by making a dent in the R 1.1 trillion per annum presently spent on imports. At the same time, they would be contributing to developing a stronger job market and rebuilding South African businesses a win-win for all, says Proudly South African.
 
Although 2020 has been tough and the Covid-induced economic malaise which contributed to a 48.9% drop in household spending, the festive season’s direct spending could help the hotel, restaurant, and recreational sector, where income plunged by 99.9%. It is here that spending could immediately help the sector regain some of its lost ground, says Eustace Mashimbye, chief executive of Proudly South African.
 
“Most important, however, is reducing the R1.1 trillion spent annually on imported products. As pointed out recently by President Ramaphosa, if we bought redirected some of this spend to locally manufactured goods, we could add 2% to national GDP.  Enabling our local manufacturers to supply just 2% of Africa’s imports (about R2.9 trillion annually) would add another 1.2% to GDP.” added Mashimbye.
 
Spending on local goods may seem like taking a small chip out of a mountain, but would help to reduce the pain of the ‘severe punch in the gut’ (StatsSA) which saw GDP drop by 16% between the first two quarters of 2020, giving an annualised growth rate of -51%.
 
“The lack of demand for South African goods, and our reliance on imported instead of locally manufactured items are dragging down local manufacturing.”- said Mashimbye.
 
“Purchasing locally-made clothing instead of items made in Asian countries would help the local textile and clothing industries, in which about six people a day lose their jobs,” says Mashimbye.
 
Traditionally, South Africans spend most between November and January and retail sales spike. The drivers of this activity are payments of bonuses and the Black Friday sales campaigns which have now been extended from a once-off event to cover a month or more of discounted sales.
 
Previous statistics (2018) have shown that 66% of all local shoppers who take advantage of Black Friday sales spend at least R 1 600 each on Black Friday bargains.  In the final mix, billions of rand are spent during this period.
 
If many bargain-hunters took the time to examine the ‘made-in’ labels on the goods for sale and opted for locally manufactured and produced goods, the impact would be positive for the economy as a whole. For many South Africans, this would equate to jobs retained and the opening of new opportunities.
 
During the Covid-19 crisis, the focus on buying local had increased as ports of entry were closed, and the movement of goods and services was restricted.
 
“This had the effect of introducing local buyers to the high-quality local options available at retail outlets. We need to emphasise that our economy and people need this buying trend to continue. If we can make the return to local goods permanent, we will benefit.”
 
“There is no time like the present. As our ‘game time’ campaign emphasises, the time for buying local is more important than ever. We are in the second half of the game; we need action if we are to win and build a strong future. We need committed, proud South Africans to take action through their purses and wallets,” says Mashimbye.

REMARKS BY DEPUTY PRESIDENT DAVID MABUZA AT THE RECOGNITION CEREMONY FOR THOSE WHO LOST THEIR LIVES DUE TO GENDER BASED VIOLENCE AND THE COVID-19 PANDEMIC, UNION BUILDINGS-AMPHITHEATRE, GAUTENG PROVINCE, ON Wednesday, 25 NOVEMBER 2020

This year has been a very difficult year for all of us. The onset of the COVID-19 pandemic early this year across the world brought about unprecedented disruptions and anxieties that are significantly impacting our lives and livehoods. Here at home, we have had to muster our collective efforts and resources to fight the spread, and the negative impacts, of COVID-19. We have had to ensure that our health care system has the capacity to carry the increasing burden of treatment for those infected by COVID-19 to save lives, while ensuring that the provision of normal health care services is not adversely affected.
 
Drastic measures had to be taken to contain the spread of this pandemic, including the implementation of the lockdown which brought economic activities to a standstill, thereby impacting on jobs and sustainable livelihoods for many individuals and families.
 
As government, we have had to implement a raft of economic support and social security interventions to cushion the poor and vulnerable families from the harsh impacts of COVID-19.  We have had to provide targeted support to struggling businesses and employees who had lost their jobs as a result of COVID-19.
 
While we have made significant strides in containing the COVID-19 pandemic, we are saddened that, as a nation, we have lost many lives as a result of COVID-19. Many families have lost their relatives who have succumbed to COVID-19. We have lost frontline workers who died in the line duty, paying the ultimate sacrifice, while trying to save the lives of others from COVID-19.
 
Our country has recorded close to 21 000 deaths from the coronavirus. Despite this loss of lives, we remain indebted to our healthcare workers and all other supporting essential workers, for their bravery and committed service on the frontline in their fight against this pandemic. That we have recorded more than 700 000 recoveries, is testament to their service to our nation.
 
The long journey continues. There is still more work ahead. COVID-19 continues to be part of our lives. We should continue to be vigilant, and ensure that we continue adhere to COVID-19 protocols. The reported rising number of infections remains a major cause for concern for all of us. We should continue to behave responsibly to save lives, and avoid any possible resurgence of COVID-19 infections that may result in further loss of lives.
 
As we deal with the dark cloud of COVID-19, the chilling pain of Gender-Based Violence and Femicide cuts deep into core foundations of our national consciousness, our identity, our humanity, and a collective sense nationhood. No nation can emerge from the ruins and destruction of its own women and children at the hands of men.
 
The renewal of this nation’s soul will lie in our collective commitment to putting an end to Gender-Based Violence and Femicide. The whole nation must rise, and mobilise every street, every community, every church, and every family to join the fight against the murder, and violation of women and children by men. Many lives of women and children have been lost as a result of Gender-Based Violence and Femicide in our own communities.
 
Today, we have gathered here to bow our heads, and reflect on the new path ahead. We take this moment to commemorate and honour all those who have lost their lives as a result of COVID-19 and Gender-Based Violence and Femicide.
 
These twin epidemics of COVID-19 and Gender-Based Violence and Femicide continue to engulf our nation on an unprecedented scale. We have to work together as a nation to fight these pandemics so that we inspire hope, and galvanise the nation towards a common vision of unity, cohesion and shared prosperity.
 
In order to honour and remember all those who have lost their lives, the President has directed that from today, 25 November to 29 November 2020, the nation should embark on five days of mourning particularly for the victims of COVID-19.
 
During this period, the National Flag will be flown at half-mast throughout the country from 6am to 6pm.
 
We would also like to call upon all South Africans to wear a black armband, or ribbon, or any other sign that signifies an act of mourning  in order to demonstrate our solemn respect for those who have passed away due to COVID-19 and Gender-Based Violence and Femicide.
We call on all families, communities and organisations to set up memorial corners where flowers, lit candles and any appropriate form of memorialisation is observed to remember and honour those who have lost their lives.
 
We will do this, not only as a sign of solidarity with all the families who have lost their loved ones, but to demonstrate our resilience and collective determination to overcome COVID-19 and the ugly face of Gender-Based Violence and Femicide.
 
As we share their grief, we call on all our churches, mosques, temples, synagogues and houses of prayer to hold prayer sessions to support surviving families to cope with the loss of their loved ones.
 
Their loss is our loss as a nation. Even in such moments of sorrow and hardship, we are a nation that has, time and again, risen from all forms of adversity.
 
As we mourn, we are reminded of our collective obligation to make a difference in every way we can in our various leadership roles in society.
 
Our response to Gender-Based Violence and Femicide must be emphatic and uncompromising. It is a commitment of government, civil society formations and all other social partners to work together towards a sustained programme of action to curb Gender-based Violence and Femicide.
 
As part of this comprehensive programme, today marks the official commencement of our 16 Days of Activism for No Violence Against Women and Children campaign, which is hosted nationwide under the theme:
 
“Women’s Economic Justice for a non-violent and non-sexist South Africa.”
 
This is a focused programme to mobilise society as a whole to join and implement practical programmes aimed at fighting gender-based violence and femicide. The 16 Days of Activism campaign should be about concrete and tangible progress towards the end of violence against women and children. It should never be just simply an annual ritual in our calendar of events.
 
In a democratic and a human rights-centred country like ours, patriarchy cannot be used as a cultural basis for the oppression of women. Women can no longer live in servitude to men that have disregard for their lives and freedoms.
 
Therefore, we call on our communities to condemn any acts of Gender-Based Violence and Femicide and where such acts manifest themselves, they should be reported to the police.
 
Together we must build a society that places an enormous amount of its resources to the protection and development of women, to their well-being and their due recognition as leaders of our nation in all facets of human endeavour.
 
As society, we must collectively rally behind all national efforts and programmes to empower, protect, and promote the advancement and development of women and children. All sectors of society must promote the campaign on 16 Days of No Violence against Women and Children.
 
On this day, we call for the unity of purpose and commitment in tackling the fight against the twin pandemics of COVID-19 and Gender Based Violence and Femicide.
 
We are certain that if we work together as a nation to repair the social fabric of our society, victory is guaranteed. We can eradicate all these social ills, and together build a nation that is stronger and united.

Deputy Minister Nomalungelo Gina visited the Namakwa District Municipality in the Northern Cape from 16-18 November 2020, in her capacity as the District Champion of Namakwa. The visit included engagements with the leadership of the district and local municipalities and a visit to the site of the proposed Namakwa Special Economic Zone (SEZ).

DEPUTY MINISTER GINA TO VISIT NAMAKWA AS DISTRICT CHAMPION

The Deputy Minister of Trade, Industry and Competition, Ms Nomalungelo Gina will visit the Namakwa District Municipality from 16-17 November 2020, in her capacity as the District Champion of Namakwa. Deputy Minister Gina was deployed by President Cyril Ramaphosa to champion and coordinate the implementation of the District Development Model (DDM) in Namakwa.
 
Gina is expected to be accompanied by the Northern Cape MEC for Co-operative Governance, Human Settlements and Traditional Affairs Mr Bentley Vass and MEC for Finance, Economic Development and Tourism, Mr Abraham Vosloo.
 
The purpose of the visit is to meet with the leadership of the district and local municipalities, and other stakeholders, as well as to visit the site of the proposed Namakwa Special Economic Zone (SEZ) which the department will be establishing in Khai Ma Local Municipality town of Aggeneys.
 
“There has been quite a lot of work going on even during the country’s lockdown necessitated by the Covid-19 pandemic, to develop the Namakwa District Development Programme. The working meeting with the district leadership and its stakeholders is part of the process aimed at finalising the programme. The aim is to ensure that there is fast-tracked and measurable implementation which will impact positively on the lives of the people of the district in line with the objectives of the District Development Model. Namakwa is one of the 44 districts around the country where the DDM will be rolled out to speed up service delivery and economic development, including job creation,” says Gina.
 
She adds that the DDM was designed to change government planning drastically in order address the systemic fragmented service delivery from three tiers of government. The aim is implement a new way of intergovernmental planning, as well as fast-tracking of infrastructure development and related big projects using the existing capacities at district municipality level, provincial and national government, in a coordinated way.
 
“The DDM propagates less boardroom meetings and more implementation of practical solutions to the socio-economic challenges that our people experience in various areas. We are expecting that the meeting will result in a clear programme of action that will address challenges
raised by the municipality in our first meeting that took place virtually in July. These include lack of safe and reliable water, cost of electricity, cost of water, inadequate roads, and lack of employment opportunities. We will also be looking at ways to explore opportunities that the municipality has identified in mineral beneficiation, agro-processing, infrastructure, renewable energy development; and oil and gas,” says Gina.
 
The Department of Trade, Industry and Competition (the dtic), is in the process of establishing the Namakwa Special Economic Zone (SEZ) which has already attracted commitments worth R26 billion from interested investors even though it has not yet been designated. The proposed Namakwa SEZ will focus on mineral processing, with added attention to zinc beneficiation, agro processing, logistics and renewable energy production and engineering inputs services. the dtic is working in partnership with the province to finalise feasibility studies and a
business plan on the establishment of the SEZ. The second day of Gina’s will be spent visiting the site of the SEZ and interacting with
stakeholders.

Call for COVID-19 Relief Fund applications from the visual arts, crafts, design and audio-visual sectors

The Department of Small Business Development (DSBD) and the Department of Sport, Arts and Culture (DSAC) jointly call South African small, medium and micro enterprises (SMMEs), cooperatives and sole proprietors/sole traders in the visual arts, crafts, design and audio visual sectors to apply for this COVID-19 relief.

Qualifying criteria for SMMEs, cooperatives and sole proprietors/sole traders:

  1. Businesses that can prove that their operations have been negatively affected by the coronavirus pandemic;
  2. Sole proprietors/sole traders with a valid South African ID, CSD and tax clearance certificate, who can prove that their operations have been negatively affected by the coronavirus pandemic.

Please ensure all required attachments to the application since non-compliant applications shall not be processed and shall be automatically disqualified. Applications are open from, 02 November 2020 and should be submitted on or before 12:00 midday on Thursday of 12 November 2020. Applications received after this deadline will not be accepted.

It is important to note that this specific relief is a once off payment to successful applicants. There is a maximum threshold of R15 000.00 to successful individual applicants, and R30 000.00 to formations such as SMMEs, organisation or cooperatives.

SIOC-CDT/NEF COVID-19 Relief Fund

Empowerment Fund on a
R16.1 million Fund

Developing local SMMEs is at the heart of SIOC-CDT and as such the Trust has partnered with The National Empowerment Fund (NEF), an agency of the dtic whose mandate is to grow black economic participation, to provide financial and non-financial support to SMMEs in Limpopo and the Northern Cape that have been affected by the COVID-19 pandemic. The partnership amounts to R16.1 million and is for the benefit of SMMEs owned and managed by black South African citizens.
 
This joint fund aims to support black-owned SMMEs that were operational at least 6 months before the COVID-19 pandemic began in March 2020. The partnership will see the NEF co-managing the two funds that have been established as a result of the partnership.
 
SIOC-CDT/NEF COVID-19 Grant Fund
R3.5 million of the total fund will go towards grant funding targeted at formal and informal SMMEs residing within the qualifying areas of Thabazimbi in the Limpopo Province and Tsantsabane, Gamagara, Gasegonyana and Joe Morolong in the Northern Cape, to benefit businesses that have been severely affected by the COVID-19 pandemic. The grant amount is standard at R10 000 (ten thousand Rand) for informal traders and R10 000 (ten thousand Rand) to R100 000 (one hundred thousand Rand) to formal businesses per transaction.
Grant funding will be approved by the Regional Project Regional Steering Committee selected by both institutions, while the hybrid fund will be administered by the NEF’s Investment Committees. Furthermore, the NEF will be responsible for the disbursement of both funds.
 
SIOC-CDT/NEF COVID-19 Hybrid Grant Fund
R12.625 million of the total fund will be set aside for the Hybrid Fund where the applicant will be supported through a mixture of loan and grant funding, to the extent that the loan will represent 60% of the funding required and 40% will be the grant portion.
This fund will also be targeted strictly at the qualifying areas within Thabazimbi in the Limpopo Province and Tsantsabane, Gamagara,
Gasegonyana and Joe Morolong in the Northern Cape area. Transactions with a minimum funding requirement of R250 000 will
be considered. The NEF Investment Committee will be responsible for all investment decisions aligned with SIOC-CDT standards, and
in accordance with existing NEF Corporate Governance structures.
 

Applicants to the Grant Fund must adhere to the following criteria:

1. This Funding model focuses on existing Formal and Informal SMMEs residing within the Qualifying Areas with preference given to enterprises owned by women, youth, and persons living with disabilities;
2. The fund is intended to assist SMMEs that have been severely affected by the COVID-19 NATIONAL LOCKDOWN;
3. They must be South African citizens who are Black Persons within the Qualifying Areas;
4. If an applicant operates an informal business, they must possess either a) a permit to operate, or
            b) Letter from the municipality confirming application submitted prior to the NATIONAL LOCKDOWN;
5. Must have completed an application form;
6. Operate either informally or formally; generally recognized as micro enterprises (e.g. street traders, vendors, emerging enterprises);
7. Preference will be given to women, youth (18-35) and people with disabilities;
8. Enterprise must have traded at least 6 months before the NATIONAL LOCKDOWN;
9. Enterprises must demonstrate proof of loss of revenue from the NATIONAL LOCKDOWN;
10. Proof of revenue if formal – if informal provide a short proposal;
11. Enterprise Tax clearance required for formal businesses (if sole proprietor individual tax clearance) and not required if informal;
12. Must be at least 51% black-owned small business owned by South African citizens;
13 The applicant must be a full-time employee of the business;
14. Must agree to enter into a business management training programmes or related programmes as per recommendation from SIOC-CDT’s assessment;
15. Must have a business mentor and/or a coach approved by SIOC-CDT or BDS Partners or must be allocated a business mentor post application approval;
16. Must have relevant qualifications or business and/or technical experience in the sector operating in including proven entrepreneurship business experience where applicable;
17. Previous business loans must be paid up to be eligible to access grant funding;
18. Require the funding for a business that is commercially viable and has a sustainable plan; and
19. Must accept that funding application approvals will be at the discretion of the Regional Steering Committee.

CLEAN-UP AND ANTI-LITTER STAKEHOLDER SESSION

Department of Economic Development and Tourism together with municipal representatives and the businesses community held a clean-up and anti-litter stakeholder session on 04 September 2019 at the Frances Baard district municipality.
 
The purpose of this session is to mobilise social partners on the destination clean up and anti-littering campaign. The Department of Economic
Development and Tourism is looking to clean up the Northern Cape Province in terms of destination perspective. This campaign is to motivate
the people to work together with municipalities to keep the province clean. Senior Manager of Tourism, Mr S.Mampe said: “We need social
partners to be part of this campaign so that business community must say how they can contribute”.
 
We want to enhance the Northern Cape as a quality, value for money tourism destination. We encourage business educators and organisations
to actively participate in activities that builds support and volunteerism, find waste collection methods, partnerships and sponsors. The physical
appearance of the Northern Cape Province is important and that is why partners should ask how litter has happened and which areas are
affected. They must also look at where the problem is, what type of litter it is and what the community’s perceptions are. This campaign must
focus widely on the sources of waste.
 
Representatives from Northern Cape Tourism Authority, Department of Public Works, Department of Economic Development and Tourism,
Local Municipalities, District Municipalities, Non- Governmental Organisations, Non-Profit Organisations, Organised businesses represented by
NOCCI, Media Houses and Department of Environment and Nature Conservation were present at this session.
 
The next session will be held in Kuruman, 6 September 2019.

Heritage day celebration in Upington

Heritage Day recognises and celebrates the cultural wealth of our nation. South Africans celebrate the day by remembering the cultural heritage of the many cultures that make up the population of South Africa. Various events are staged throughout the country to commemorate thisday. It is a day in which all are encouraged to celebrate their cultural traditions in the wider context of the great diversity of cultures, beliefs and traditions that make up the nation of South Africa.
 
On the 24th of September 2019, the Heritage Day celebrations were hosted in the Northern Cape Province in the Upington at the Mxolisi Dicky
Jacobs Stadium. “Today we connect with all South Africans from all walks of life to mark this special day as a tribute to our diversity and culture. This day must specifically be utilised to educate our younger generation to nurture their culture, heritage and tradition.” - Northern Cape Premier Dr. Zamani Saul.
 
The President of South Africa, Cyril Ramaphosa officially opened the Sandile Present Community Library ahead of his speech at the Mxolisi 
Jacobs Stadium. “ More than half a million copies of classical texts in indigenous languages have been distributed to various public libraries, school libraries, resource centres and university libraries as part of the Reprint of South African Classics programme.” - South Africa’s President Cyril Ramaphosa.

Women in tourism Celebration

The Women in Tourism (WiT) is a platform that drive initiatives that support the development and empowerment of women in the tourism sector. This platform recognised the challenges faced by women entrepreneurs who are often found at the bottom end of the tourism economic value chain, and identified interventions that will assist in realising the WiT agenda. This is a collaboration between the Department of Economic Development and Tourism (DEDaT) and Northern Cape Tourism Authority (NCTA) to host the women in tourism provincial chapter launcnh on the 19th September 2019 in Upington, Northern Cape.
 
Mr. Michael Segede, the Executive Mayor of Dawid Kruiper Municipality welcomed the audience of 100 delegates followed by Ms. Maylene Broderick, the Chief Director for Enterprise Development and Transformation enlightened the audience about the purpose of the engagement '' The aim of the programme is to create a conversation platform for advancing transformation and intergration of women from different socio-economic backgrounds and spectra within the sector towards ensuring that your interest converge on a common and sustainable development goal within the tourism industry.'' said Segede During the summit the Women in tourism held a disscussion to braimstorm the ideas of how the can support each other in order to elevate thier businesses and votes were made to select the executive committe members that can drive the women in tourism of the Northern Cape Province.
 
MEC Maruping Lekwene addressed and announced the new executive committe members, during his address he said that ''we need to ensure that women who constitute the majority in the sector are respected, recognised, represented and rewarded' said MEC Maruping.

Kimberley Comes Alive With The Lilizela Tourism Awards

The first leg of the 2019 Lilizela Tourism Awards kicked off in Kimberley, Northern Cape on 5 September respectively. Of the 11 winners on the night in the Northern Cape, seven of them were women - a great achievement and testament to the growing efforts of the South African tourism industry to be more inclusive and have women in leadership.
 
The Department of Economic Development and Tourism held the provincial Lilizela Tourism Awards on the 5th of September 2019 at the Flamingo view. These awards are designed to grow the profile and importance of the tourism industry in South Africa and support the goals of the National Tourism Sector Strategy (NTSS).
 
These awards are an initiative of the National Department of Tourism (NDT); spearheaded by South African Tourism and delivered by the Tourism Grading Council of South Africa. These awards recognise and reward tourism players and businesses who work passionately and with pride to deliver a world class product and service and whose delivery grows South Africa’s global destination competitiveness.
 
Speaking at the event, MEC of economic development and tourism, Maruping Lekwene said: "Through their hard work, determination and courage, the industry players continue to put our province on the domestic and international tourism radar and they have become strategic players who are contributing towards putting our province as a destination of choice. It is on that basis that the recipients of these awards as well as other stakeholders in the tourism business, who have entered the Lilizela competition today, should be seen as true tourism ambassadors of our beautiful province."
 
11 winners on the night in the Northern Cape, seven of them were women - a great achievement and testament to the growing efforts of the
South African tourism industry to be more inclusive and have women in leadership.
 
The provincial awards form part of the preliminary events leading up to the National Lilizela Tourism Awards on 9 November 2019, being held
at the Sun Arena in Pretoria.

KDC Grandslam in Menlyn

The Gauteng leg of the Kimberley Diamond Cup Grandslam took place on 21 September 2019 in Pretoria, at Thrashers Skate Park in Menlyn. Skaters from diverse backgrounds and varying age groups flooded to the skate park and competed in the competition. It was a day filled with adrenaline and much excitement. Four brilliant female skaters also competed in this leg of the competition and they shared the prize money for the category.

The Acting Head of Department for Economic Development and Tourism, Mr. Sam Mabilo handed over the prizes to the talented skaters who qualified to compete in the anticipated Kimberly Diamond Cup finals. Good music and competitive skating were the order for the day but the highlight was the announcement that Shaun Burger qualified to go to China to compete. The winners of the day were:

  • 2nd place Terrence –R5000
  • 1st place SSSiye Thema –R8000

Adult Category

  • 3rd Shaun Burger –R6000

The KDC finals are scheduled to take place in December 2019 at the Kumba Skate Park, in Kimberley. Skateboarding has recently been accredited as an Olympic Sport for the 2020 Tokyo and the 2024 Paris Olympics with the main Kimberley Diamond Cup event in Kimberley becoming a qualifier venue for the 2020 Olympics. We are only two Grandslams away from the 2019 Skate Boarding finale in Kimberley and the Northern Cape Provincial Government is excited to host local, national and international participants. Budget Vote 6 - 2019/20

BUDGET SUMMARY

The Department of Economic Development and Tourism budget Vote 6 has been appropriated R327,998 million for the 2019/2020 financial year. Below we outline how this appropriation has being invested to reflect our commitment to create a people-centred society to restore human dignity in our communities by achieving the vision of a Modern, Growing and successful Northern Cape.

PLANS FOR 2019/2020 With total Budget allocation of R 327, 997 million.

PROGRAMME 1: ADMINISTRATION: R70, 053 million

Provides strategic economic direction to the province and municipalities and facilitates the implementation of the department’s mandate.

PROGRAMME 2: INTERGRATED ECONOMIC DEVELOPMENT SERVICES: R66,389 million out of this amount a total of R29, 900 million will be allocated to the Economic Growth and Development Fund (EGDF).

  • This allocation will be utilised for support to enterprises, development of local economies and the empowerment of historically disadvantage individuals (HDIs).
  • A portion of the money will be allocated to the youth entrepreneurship and development fund.
  • The Khai Ma// Kai Garib and Siyathemba local municipalities will be assisted with the development of the LED strategies.
  • Emthanjeni and Hantam Local and Frances Baard District Municipalities will be assisted with the development of LED components for their IDPs.
  • The Department received R 2,089 million from the Expanded Public Works Programme (EPWP) funding in the Environment and Tourism Sector, this will create a minimum of 225 work opportunities.
  • The Economic Empowerment unit will focus on the facilitation of the implementation of the Youth Employment Service (YES) and vocational skills development programmes for the youth to get them ready for the job market and empowering them to participate in the Fourth Industrial Revolution (4IR).

 

PROGRAMME 3: TRADE AND SECTOR DEVELOPMENT: R50, 218 million out of this amount a total of R18 ,304 million will be allocated to the Northern Cape Economic Development and Investment Promotion Agency (NCEDA).

  • For the Metal Industrial Cluster located in Kuruman, the department will focus on ensuring the completion of the sub-division and demarcation of plots for the phase 1 and the finalisation of the technical assessment report on bulk infrastructure.
  • A three- year implementation plan for the Clothing and Textile Cluster has been developed and will be implemented over the 2019/2020 to 2021/2022 MTEF period.
  • The provincial government will establish a provincial mining company.
  • The MEC highlighted that “NCEDA will continue investment attraction in order to assist the establishment of all SEZ initiatives in the province, As a result of the presence of the anchor investor in the form of Vendata Zinc International (VIZ) and the Gamsberg Mine development at Aggeneys, the development and designation of the SEZ in Namakwa will be prioritized jointly with the Upington SEZ application”.
  • The department has collaborated with Investment South Africa (Invest SA) to facilitate the establishment of a Northern Cape One Stop Shop which will provide investors with services to fast track investment into country and reduce government red-tape, 30 temporary jobs could result from this and eight permanent staff members could be employed.

PROGRAMME 4: BUSINESS REGULATION AND GOVERNANCE: R43, 720 million

  • Northern Cape Liquor Board is allocated R13, 309 million
  • Gambling Board R15, 531 million
  • This allocation will enable the programme to ensure an equitable, socially responsible business environment that allows for predictability, investment and economic growth.
  • The Northern Cape Liqour Board (NCLB) will look at possibilities off developing an electronic liquor licensing system for the online digitalization of liquor applications and also working closely with the South African Police Services (SAPS) to eradicate illegal liquor trading and related.

PROGRAMME 5: POLICY, RESEARCH AND INNOVATION: 24, 050 million

  • The Department in partnership with Provincial Treasury, will host the 11th annual Congress of the Public Sector Economist Forum (PSEF) on 27-29 November 2019 in Upington.
  • In this era of digitalization, the department will expand the Cell Phone Repair Technician to the other four districts this financial year.
  • Broadband telecommunications under the SA Connect Policy, continues in Pixley Ka Seme District with 16 SITA Next Generation Network (NGN) sites upgraded to 19 Broadband Infranco (BBI) Sites access links installed and tested.
  • For this financial year the department is looking at availing WIFI connectivity to three more sites namely Frances Baard Incubation Centre in Collville, the Northern Cape SMME Trust and the Kimberley Skate Plaza.
  • The Department in partnership with Sol Plaatjie University will launch the Northern Cape Innovation Forum (NCIF) that will comprise of government, business, academia and civil society to prepare an innovation baseline for the province.

PROGRAMME 6: TOURISM: R74, 017 million

  • The Northern Cape Tourism Authority is allocated R24, 036 million to promote the Northern Cape as a competitive tourist destination.
  • 125 tourism enterprises will be assisted with financial non-financial support, 50 will be youth-owned.
  • The department will continue to play a role in improving products and experiences in historically disadvantaged communities to unlock the Township Tourism Economy and fast track transformation in the tourism sector through projects like the Galeshewe activity and Upington 26 routes amongst others.
  • The Kimberley Diamond Cup has been recognised as one of the sporting codes by the International Olympic Committee (IOC).
  • From the 5-8 December 2019 the Northern Cape will be hosting the Kimberley Diamond Cup a festival of extreme sports like skateboarding, mountain biking, BMX freestyle and BMX ramp challenge.
  • The economic impact of the KDC is estimated at 53 million year-on-year over a three-year period at a cost of R27 million per annum.
  • The Bloodhound Land Speed Record attempt at Hakskeenpan in Mier will take place from 21 October until 30 November 2019.
  • The project has the potential to create 25 permanent employment opportunities within the five years, 100 EPWP work opportunities during all other future events.
  • Astro and Science tourism will receive a significant boost through the establishment of the SKA Science Exploratorium.
  • The Exploratorium will include a tourism visitor centres, digital planetarium, multi-purpose training centre, exhibition and a radio telescope dish.
  • NCTA will support 65 events inclusive of flagship, strategic and provincial events with 3000 temporary jobs to be created through these events

The following partnerships and MOUs will be facilitated and implemented in the current financial year:

  • Partnership with the Industrial Development Corporation (IDC) and mining houses to develop the Kathu Industrial Park. The project is structured in phases and Phase 1 could potentially secure R450 million. This can boost small business creation and a great number of jobs as a result.
  • MOU with the Companies and Intellectual Property Commission (CIPC) in hosting self-service terminals for business registration in at least District Municipalities. This will allow for access to CIPC services at very affordable rates.
  • Establishing the Upington Blou Dakkies and Eiland Public Private Partnership to attract private investment in order to develop the properties to increase value and income generation for the local municipality.
  • Partnership with the Rural TVET to train 25 qualified chefs in the Namakwa and ZF Mcgawu districts to support the tourism and hospitality industry
  • MOU with Productivity South Africa that allows for non-financial support to be provided to enterprises with a view to improve productivity, 20 enterprises will undergo training.
  • NCEDA will be partnering with DSBD on the Black Business Supplier Development Program (BBSDP) and Start-Up Enterprise Development Program (SEDP)
  • Partner with Department of Labour to drive the UIF Labour Activation Programme that will ensure that the youth of the province get training on critical skills.

The programme will create 3000 temporary job opportunities for youth, worth R209m investment.

  • Collaborate with the DMRE to assist artisanal miners in the Namakwa district to gain access to the diamond mineral resources in their area.
  • Collaborate with the dti to train companies on export awareness and exporter development.
  • Partnership with the industry association Raisins SA, to expand market share for their product and sharing marketing collateral.
  • Continue to vigorously pursue the implementation of the MOUs between parties from the Northern Cape and the Peoples Republic of China
  • As part of the inter-governmental agreement between the Northern Cape Province with the //Karas Region of the Republic of Namibia twinning agreement, KIDJA will train diamond and jewellery design students from Namibia.

Kimberley Diamond Cup Launch

The long awaited Kimberley Diamond Cup (KDC) has returned to Kimberley and promises to be key in positioning the Province as a the Mecca of Extreme Sports. 
 
The Premier, Dr Zamani Saul, reminded approximately 200 youth from across the country as well as Botswana, Lesotho and Swaziland that it is quite appropriate that the launch should take place a day after Mandela Day, who dedicated his life for our children and youth to be prosperous.
 
“This is an important event in the calendar of the Northern Cape and also important for the economic geography of our Province. We want to use tourism and especially sport tourism to attract tourists to our Province and create much needed jobs especially for our youth”, said Dr Saul in welcoming skateboarders and their management to the Province and wishing them well for the competition.

DEDaT WELCOMES MEC MARUPING LEKWENE

The employees and management of the Northern Cape Department of Economic Development and Tourism, are looking forward to a long and fruitful working relationship with the newly appointed MEC Maruping Lekwene. His appointment follows the recent assumption of duty of the sixth administration of the Northern Cape Executive Council.

DEDaT officials believe that MEC Lekwene will lead the department to greater heights given his astute leadership displayed as a Chief Whip of the ruling party in the Northern Cape Provincial Legislature (NCPL). His profound insight in his oversight role as a Chairperson of the Portfolio Committee on Education, Sport, Arts and Culture coupled with the exposure at such leadership levels will enable him to hit the ground running.

The Acting HOD of Economic Development and Tourism, Mr Sam Mabilo expressed his colleagues’ confidence in MEC. “We are honored and privileged to receive the MEC and wish him all the best in his new role. We promise to support him in all initiatives of leading the Department in fulfilling and achieving its political mandate. We have a dedicated team of capable men and women who seek to serve diligently to ensure that service delivery in the province is attained”, said the Acting HOD.

International Girls in ICT Day

What is Girls in ICT Day?

International Girls in ICT Day, an initiative backed by all ITU Member States in ITU Plenipotentiary Resolution 70 (Rev. Dubai, 2018), aims to encourage and empower girls and young women to consider studies and car​eers in the growing field of ICTs,​ enabling both girls and technology companies to reap the benefits of greater female participation in the ICT sector.

International Girls in ICT Day is celebrated every year on the fourth Thursday of April and will next be observed on 23 April 2020​. The ITU Secretary General invites ITU Member States, Sector Members, Associates and Academia to organize events attracting as many girls and young women as possible.

Over 357,000 girls and young women have already taken part in more than 11,100 celebrations of International Girls in ICT Day in 171 countries worldwide.​ Government ministries, national ICT regulatory authorities, ICT companies, academic institutions, UN agencies, and NGOs around the world are all encouraged to join the global effort and ​​celebrate International Girls in ICT Day.

In 2019, ITU celebrated ​the International Girls in ICT Day in Addis Ababa, Ethiopia.

 

 

2019 LILIZELA TOURISM AWARDS ADJUDICATION

 

South African Tourism (SAT) invites reputable members of the South African tourism industry to form part of the Adjudication Panel of the Lilizela Tourism Awards.

Launched in 2013, the Lilizela Tourism Awards are South Africa’s premier travel and tourism awards. The aim of the awards is to recognize and celebrate tourism businesses for tourism excellence, for their contribution to South Africa’s global competitiveness, and for growing tourism’s contribution towards GDP and job creation.

The following will be awarded at the 9 Provincial Awards Ceremonies happening in September 2019 as well as the National Award Ceremony, which planned for in October 2019:

  1. Focus Area: Service Excellence

These awards are adjudicated using a scoring mechanism that takes into consideration consumer reviews and judges’ scores. The consumer reviews account for 80% of the score, with the judges’ votes only accounting for 20% of the total score.

  1. The Accommodation Awards which are based on the Tourism Grading Council of South Africa (TGCSA) definition of accommodation establishments.
  2. Venues (Meetings, Exhibitions and Special Events) Awards which are also based on the Tourism Grading Council of South Africa (TGCSA) definition of Venue establishments.
  3. Visitor Experiences Awards which include Scenic Beauty, Roots and Culture, Adventure and Activities, Wildlife, Lifestyle, Beach Experience and Lap of Luxury
  4. Tour Operator Awards which award both emerging and established operators who allow tourists to experience the vast authentic experiences in South Africa.
  5. The Tourist Guides Awards which include Nature Guides, Adventure Guides and Culture Guides.
  1. Focus Area and Category: Entrepreneurship

This area focusses on the entrepreneur and all the initiatives undertaken to grow their businesses. While consumer reviews are collected for in this area, they are used mainly as a guide and not a determinant of the winners of the awards. The focus of this adjudication is mainly on the entrepreneur and how they have grown their business since inception.

  1. The Emerging Tourism Entrepreneur of the Year Award (ETEYA) recognizes black owned SMME’s who have achieved notable success since starting up.
  1. Focus Area: Sustainable Development

The adjudication for the categories under this area focus largely on the motivation provided by the entrant as well the quality of the presentation of their respective businesses as per the rules of each category.

  1. Universal Accessibility Awards, recognizes both accommodation establishments and experiences that offer the best experiences and service levels to people with disabilities.

 

  1. Focus Area: I/WE do Tourism Award

 

This award was first launched last year, and this year we will continue to feature a “people’s choice award”-the We Do Tourism Award. This will be decided by the public vote. We are looking for everyday tourism heroes, everyday tourism champions from all walks of life. This is a public nomination and award, and no adjudication required.

 

All members of the tourism industry are eligible to apply to be become a judge in any of the 7 adjudication panels as per the categories listed above; however, the following conditions need to be met:

  • A minimum 3 year working experience in the tourism industry
  • Extensive knowledge and understanding of the tourism industry
  • Only one category can be selected. No judge is allowed to sit in more than one category.
  • No judge can sit in the panel that they have entered into, but are however allowed to sit in any other category.

Please note that there will be no monetary compensation for the adjudication panel, however all travel relating to the adjudication will be covered by South African Tourism. If selected, upon completion, you will receive a signed Certificate from the Minister of Tourism for your valuable contribution. Please note that you will be required to be available for a compulsory briefing session and at least two (2) adjudication meetings. Adjudication will take place between June and July 2019.

Heritage-Culture-History(HECULHI) Festival 2018

This weekend Galeshewe celebrated the rich and diverse cultures of its people, to revive the region's reputation for cultural and artistic creativity, and to honour its rich history at the HECULHI cultural festival that was hosted by Department of Economic of Economic Development and Tourism (DEDaT) in partnership with Department of Sports Arts and Culture (DSAC).

(HECULHI) which stand for Heritage-Culture-History Festival was held on the 24th November 2018 at the Mayibuye Precinct, in Galeshewe. Mayibuye precinct is situated within the Galeshewe tourism route, which consist of a house and office used by the founder and the first President of the Pan African Congress (PAC), Robert Sobukwe with the Mayibuye memorial which stand as the anchor of the Mayibuye precinct is continuously bringing memories. The aim of this festival was to expose the rich diversity in Galeshewe Township, which Kimberley is endowed with.

MEC Mac Jack supported this initiative as he believes that Township Tourism should be prioritised, our quest is to develop, promote and support Township Tourism. We will continue to revive, sustain and promote Tourism Activity Routes throughout the province such as the Galeshewe Activity Route and other historical routes in other parts of the province.

He believes that tourism development should continue to focus on improving the visitor experience in our townships. The objectives of hosting this festival were as follows: • To unlock the tourism potential Galeshewe has • To accelerate the economic levers in Galeshewe and Kimberley • To revive latent artistic talent the district is fused with. Tourism is a significant and critical sector in South Africa as it contributes positively and has an impact on development of the country’s economy. The Department’s responsibility is to facilitate the implementation of a coordinated cooperative governance between public and private sectors to ensure the development of Tourism attraction’s and activities.
Hosting this festival gave Galeshewe a platform to have its own tourism and artistic offering on the map.

#NCDevHack 2018

#NCDevHack 2018: Digital Innovation for Connected Governance and Sustainability

The 4th NCDev Hackathon was held in the Northern Cape Province, continuing to raise the profile of the diamond and Karoo province as a growing, active and vibrant hub for Tech and Innovation. As we provide renewed hope to the millions of unemployed people who are positive about government, the Northern Cape Department of Economic Development and Tourism (DEDaT) in partnership with GKSS, Sol Plaatjie University (SPU), SITA, DPSA CPSI, FIbreCo and Angel Resources held this year’s provincial Hackathon in De Aar, Pixley Ka-Seme District Municipality (PKSDM) from 31 August-2 September 2018. This event connected young, skilled, creative and ambitious tech minds to share knowledge, collaborate on projects, network with industry leaders, and obtain ICT training to improve and enhance the digital skills talent pool in the Province

Hackathon (also known as a hack day, hackfest or codefest) is an event where computer programmers and others involved in software development and hardware development, including graphic designers, interface designers and project managers, collaborate intensively on software projects.       

This was the first to be held in PKSDM and it was also served to launch 2018 Public Service month by Department of Public Service and Administration (DPSA) and building up to the national igniteHack, in Gauteng on the 28-30 September 2018. 

The ultimate prize for this Hackathon was a trip to the National Hackathon sponsored by DPSA at end of September, in Gauteng. Other prices included vouchers being sponsored by FibreCo to the Top 3 teams and various spot prizes such as Best Use of Data prize. Two teams won the first price to attend the National Hackathon. One team based in De Aar called Immortality, developed an app called Community Hub which will help the communities to stay updated about every event, Job Posts and Schools Updates. The Kimberley Team B2G came up with a Web application that will allow users to register their new born babes online. 

The Hack, highlighted the DEDaTs, seriousness in improving skills and knowledge in across the province with previous targeted hacks having been hosted in Mier, Khatu and Upington. The DEDaT aims to transition the Northern Cape into a knowledge-based economy and all these kinds of activities contributes to achieving this goal.

According to Mr Girruite from DEDaT “for the Department to invest in these Hackathons is to achieve our strategic object of developing a knowledge society, through innovation, that enhances inclusive economic growth aimed at stimulating and developing more ICT/Entrepreneurship in the province” he concluded.

MEC MacCollin Jack kicks off THUMA MINA campaign in Warrenton, Northern Cape

The Department of Economic Development and Tourism held a Thuma Mina campaign in Warrentom on the weekend of the 3rd and the 5th. The officials of the department started off at three schools, Mogomotsi Secondary School, Warrenton High School, and to hand out sanitary towels to girls who come from poverty stricken communities, as an initiative to keep the girls in school.
 
The Officials then proceeded to the house of Angeline Kaitshane (87) in a village called Ikhutseng to install buglers, doors, and a fence for security of the granny and her family, after she was attacked while sleeping. The department engaged with the family members during the course of the visit.
On Sunday the department visited the United Reform Church where the MEC delivered a message of hope to the congregation.  The MEC then proceeded to the house to hand over school uniform to the grandchildren of Kaitshane, Katlego and Koketso who are currently in Grade 10.
 
Thereafter a community meeting was held at the Magareng municipality where the MEC met the SMME’s to discuss challenges as well as to continue to sustain their businesses. The MEC and the Stakeholders concluded that the LED Conference will be held to implement what was discussed during the meeting.

 

NC Economic Colloquium 2018

The department of Economic Development and Tourism held the economic colloquium at the Mittah Seperepere convention center which took place from the 30th to the 31st of July 2018 in Kimberly. 

The conference was conducted by the MEC of Finance, Economic Development and Tourism, MacCollin Jack. 
The aim of the conference was to seek economic growth through investment and innovation, responding to a clarion called by the President Cyril Ramaphosa. Over two hundred dignitaries participated with the intention of taking a radical transformative action. Academics, government institutions and potential investors were involved in a round table to deliberate and come with conclusive actions on how to stimulate the economic growth of the province. 
 
Setting the tone for the Economic Colloquium, MEC Mac Jack stated that the round table should discuss ideas that ensures that the young people are job creators and not job seekers. He also commented on the inclusiveness of the various cities in the Northern Cape, and that provincial gatherings should be held across the province and not in some cities.
 
Panel discussions were presented on Tourism, Agricultural, Renewable Energy and Mining and mineral beneficiation opportunities.  A platform was given to sector stakeholders to discuss and come up with interventions to address the province’s economic dynamics and deliberate ideas to attract investments to the province and have capital injection.
  
During the panel discussions, the speakers enlightened the audience about the requirements of elevating the economy of the Northern Cape. One of the guest speakers, Doctor L Abrahams spoke about the fourth industrial revolution and what it entails. She also emphasized on building a knowledge based economy, saying that “education institutions, particularly our universities, have a huge role to play in taking the economy of the Northern Cape Province to greater heights.”
Mr. S Mabilo the acting HOD gave out the closing remarks werein he said the economic colloquium was a good platform from which to take discussion and engagement forward on different platform of stakeholders in order to advance the common interest of stakeholders in the different sectors and the communities of the northern cape.

Celebrating the 100 years of Nelson Mandela legacy

DEDAT CELEBRATES MANDELA DAY WITH TSHEPANG DAY AND AFTER CARE CENTRE
 
Celebrating the 100 years of Nelson Mandela legacy, the Department of Economic Development and Tourism hosted children from Tshepang Day and After Care Centre to tourist attraction sites in Kimberley on Mandela Day. 

85 Kids were taken to the Big Hole where they were taught about the historical background of the mining in Kimberley and how the Big Hole came to be. Children had an opportunity to tour with a Site Guard that explained the site in detail, for instance the tools they used and the wealth they generated from the mining.

Later in the day the children were taken to the McGregor museum where they had fun activities such as jumping castles. The kids then received party packs that included a toy and a hoodie to keep them warm.

DEDaT VacWork 2018 at the Empilisweni Youth Service Centre(YSC), in Prieska

The Sol Plaatje University and the Department of Economic Development and Tourism held a Vacation Workshop in Prieska to equip the young people in the Northern Cape with ICT skills. The Vacation Workshop took place during the mid-week of July holidays at the Empilisweni Youth Service Centre (YSC). Young and unemployed youth acquired skills and solution in line with green technologies for the sustainability of the Northern Cape. The Vacation Work was under the theme of Northern Cape Green Pipeline: Economy, Innovation and Technology. On the first day of the week, the total number of 105 of young and unemployed youth were registered in the Vacation work programme to participate. The programme was conducted by the GEEKULCHA, NCDEV, SOL PLAATJE and DEDAT. Induction was conducted by the mentors and the participants were divided into groups, wherein each group identifies the major problem that is taking place in the province and evaluate the ideas as well as digital solution that can be implemented to eradicate the stigma.

During the VacWork programme, mentors from the departments assisted the people to build their prototypes and encourage them to work as a team. The teams were very cooperative, accelerating with a higher speed to see their projects to the positive conclusions. The teams worked very hard and they were confident and comfortable when the mentors taught them in the language they understand best. The young people didn’t take the Workshop lightly, most of them were determined to learn from the presentations and motivated to become Tech leaders of tomorrow.

The Executive Mayor Mr Howard Tsume 

The Executive Mayor Mr Howard Tsume visited the Empilisweni youth service centre

(YSC) and he was very impressed about the initiative. He urged the youth to give what they have learnt.“You were very good in executing what you are doing, I want to thank you and wish you all the best in these programmes that you are hosting with young children” said Mr Howard Tsume.
Afterwards, the participants presents the projects they have been working on. During the presentations the candidates were very focused and confident about their inventions, most of the teams left the judges speechless after presentation.

Northern Cape Tourism Graduations and Imbizo 2018

"As I stand here today I am confident to say that this skills training programme has indeed reached its goal of creating graduates that will be change agents to the economy of the province and South Africa”

The Department of Economic Development of Tourism together with the Northern Cape Tourism Authority and Sol Plaatjie Municipality held the hospitality youth programme graduations on the 26th March 2018 at Mittah Seperepere Convention Centre,  the graduation ceremony was later followed by an Imbizo at the Recreational Hall in Galeshewe. 
The Imbizo was platform for the Deputy Minister, and the executives from the Northern Cape Province, to engage with the community on the initiatives and opportunities that exist in the Tourism sector for the youth, women and SMME's. The Imbizo was also a platform for SMME's to address challenges experienced in the tourism sector of the province.

During the Graduation Ceremony the programme director, Ms Bulelwa Seti, Chief Director for Tourism Sector Support, took the liberty of welcoming all learners, The Deputy Minister and stakeholders in attendance. “Today we witness a historic occasion when 115 young people from the province receive National Accredited Certificates in Food and Beverage as well as Accommodation service, as I stand here today i am confident to say that this programme and skills training has indeed reached its goal creating graduates that will be change agents to the economy of the province and South Africa" Ms Bulelwa Seti said.

Deputy Minister of Tourism Ms Elizabeth Thabethe, urged graduates to not only see their certificates in tourism as a gateway of employment but to also view tourism as sector of which they can grow in and make a living. Sixty percent of our graduates have been absorbed but we really encourage the rest to see this as a window to become their own bosses. 

“I am inspired by the speech by Honourable President Cyril Ramaphosa at the State of the Nations Address (SONA) in Cape Town. President Ramaphosa highlighted the importance of tourism growth in South African economy" Thabethe said. 

Quoting from his SONA speech "tourism is another area which provides our country with incredible opportunities. Tourism currently sustains 700 000 direct jobs and is performing better than most sectors. There is no reason why it can’t double in size. We have the most beautiful country in the world and the most hospitable people. 

This year, we will enhance support for destination marketing in key tourism markets and take further measures to reduce regulatory barriers and develop emerging tourism businesses. We call on all South Africans to open their homes and their hearts to the world” Thabethe said. We look forward to up skilling more youth that are passionate about this sector, the Deputy Minister concluded.

NAMAKWA ECONOMIC DISTRICT SYMPOSIUM

South Africa and the Northern Cape are faced with a challenge of high unemployment and low economic growth. At a national level government identified a number of interventions to address these challenges while at the same time tackling poverty and inequality.  The country adopted the National Development Plan (NDP) which aims to radically transform the lives of the people of the country.

NDP was introduced to accelerate economic growth and aims to eliminate poverty and reduce inequality by 2030. This is to be achieved through the implementation of plans and programmes such as the NDP, New Growth Plan (NGP) and the Industrial Policy Action Plan (IPAP).

The Department of Economic Development and Tourism held a District Economic Symposium (DES) on the 22nd November 2017, Springbok (Namakwa District). The purpose and focus of the DES was to create a platform for a dialogue with relevant stakeholders regarding implementation of key economic policies at district level. It was also platform to provide information on the services offered by government and share with stakeholder’s economic development plans and interventions that are linked to the Nine Point Plan.

Different government departments and agencies presented economic development opportunities that exist within the district, and furthermore identified interventions needed to radically transform socio-economic landscape of that district.

Other institutions that were present were SEFA, NEF, NYDA and SEDA to highlight the non-financial and financial support that exists for entrepreneurs.

The program director Mr Setlhabi presented the economic policy imperative plans which focused more on the IPAP 2017. However, he said that the NDP was the overarching policy that is linked to all other policies. He further alluded that, it is important for the municipality to implement these policies and align them with the IPAP, which is critical for the improvement of the country and most importantly for the SMMES.

SMMEs were encouraged to take note of all the opportunities and convert them into meaningful and workable projects so as to diversify the economy to accelerate growth and create employment opportunities.

The National Empowerment Fund Hosts an Empowerment Expo

The NEF in collaboration the Department of Economic Development and Tourism, SETA, SEFA and various other stakeholders held an empowerment expo on the 10th October 2017 at Mittah Seperepere Convention Centre. The objective of the event was to promote access to information on funding, franchising, enterprise and supplier development.

Mr Molepo Divisional Executive for SMMEs Development at NEF spoke on the founding and success stories of the NEF. “The NEF has benefited black entrepreneurship through the approval of 874 transactions worth more than 8.8 billion across the country and has achieved a 12 year clean audit consecutively, with 92189 jobs created, in addition the NEF has reached 30 000 people in villages and townships through the hosting of more than 138 seminars and 2.3 billion has been repaid by investees based on this analysis we have truly achieved our objective and looking forward to achieving even more” Mr Molepo alluded.

Among the guest presenters at the expo was Acting HOD of the Department of Economic Development and Tourism Mr Mabilo, who reiterated the importance of empowering black communities. ”It is the government’s approach and strategy to realise the provinces full potential by bringing the black majority into the economic mainstream and this only can be achieved by placing focus on historically disadvantaged people, black people, women, youth, and the disabled, and rural communities” Mr Mabilo said. The Department of Economic Development and Tourism has to date assisted 250 SMME’s and cooperatives, a number of these SMME’s were referred to the South African Bureau of Standards (SABS) and the Small Business Development Agency (SEDA) for assistance with products development and product testing and certification. Marketing and Sales training was given to 59 informal traders. We will continue to collaborate with different stakeholders the aim of empowering black SMME’s.

The NEF is aiming to raise the tempo of black women participation in the lucrative business of fuel service stations and therefore invited Shell, Engen and Sasol to engage SMME’s on the opportunities that exist in the Petroleum industry. The Engen-NEF deal was signed in 2009 to provide affordable loans to black entrepreneurs, also providing the necessary capital to purchase service stations. In an environment where access to participation in the retail fuels industry could require significant capital investment. The NEF deal seeks to provide support to these HDSA entrepreneurs who may be experiencing financial barriers to entry into this market.

“The Engen-NEF deal was signed in 2009 to provide affordable loans to black entrepreneurs, providing the necessary capital to purchase service stations,” says Tasneem Sulaiman-Bray, GM of Engen Corporate Affairs. In an environment where access to participation in the retail fuels industry could require significant capital investment, the NEF deal seeks to provide support to these HDSA entrepreneurs who may be experiencing financial barriers to entry into this market.

“The aim is to grow Engen’s ratio of black-owned service stations, in support of the country’s Broad-Based Black Economic Empowerment [BBBEE] Codes. Since then, we have attained 50% BBBEE ownership across our network of over 1,000 sites.”

he National Empowerment Fund (NEF) is aiming to raise the tempo of black women participation in the lucrative business of fuel service stations.

This was laid out by NEF CEO, Philisiwe Mthethwa, at the inaugural NEF Fuel Expo. The expo was held at the weekend at the NEF head office in Johannesburg to promote greater participation of black people, and women in particular, in the sector through the ownership and management of petroleum service stations.

The National Career Expo 2017

The Department of Tourism (NDT), the Culture, Arts, Tourism, Hospitality and Sport Education Training Authority (CATHSSETA) and the Free State Department of Economic Small Business Development, Tourism and Environment Affairs (DESTEA) in partnership with the Hilton Group held the annual National Tourism Careers Expo (NTCE) under the theme “Tourism Alive with Possibilities” at PACOFS, Bloemfontein from the 28th to 30th September 2017.

The aim of the expo was to provide an opportunity for tourism programme experts to share information with tourism educators and learners and also to enable stakeholders within the sector to share information on diverse careers available in the sector. Among the attendees at this year’s expo was Deputy Minister of Tourism Elizabeth Thabethe, HOD of DESTEA, Mrs Gadija Brown and COO of CATHSSETA, Mr Sabelo Silinga. “The expo not only aims to position tourism as a valued and vibrant career opportunities but also designed to bridge the information gap between the industry, government, learners and educators, Mr Silinga said.

The National Tourism Careers Expo (NTCE), is in its ninth year and the third and final year in the Free State, “this year will be the final year that we will be in the Free State we are also looking at launching this expo in other provinces, we have been to the Kwa Zulu Natal and the Eastern Cape, can you guess where we going next “Mr Silinda alluded, as he engaged learners and educators in the crowd.

Among the 5000+ learners and educators who attended this event were nine (9) tourism learners and educators from the Northern Cape whom were identified by the Department to be part of this informative event.

 

Flamingo Horse Race

Kimberley, well-known for being a “city of first”, officially welcomed the Flamingo Horse Race Saturday 05 August 2017 at the Flamingo Horse Race Park. The patriots came out in numbers, stylishly dressed to show their support of this astounding event. The Flamingo Racing Park is an authentic sand race course in the country and is unique because horses perform better on sand than it would on grass. The purpose is to have this event is radically transform communities, support SMME development and also ensure that the event leaves an annual impact in the city, its community and the economy

“I am extremely excited about hosting such a prestigious event. Events form an important part of our tourism strategy, so  we say why events? Because events cause enormous economic opportunities and change communities, we as The Department of Tourism would like to welcome everybody and would like to encourage our visitors to take a “short left” to experience Northern Cape and Do Tourism, you will not be disappointed” Ms Sharon Lewis from the Northern Cape Tourism Association said. 

The fashion and horseracing fare is a major draw for the city of Kimberley, a first of its kind and an exhilarant experience. The fashion forward came with their glitzy outfits, dressed by their fashion favourites-strutting their styles while the horses galloped away. A number of SMME’s showed up exhibiting their products sharing the wonderful experience.  “This event did not happen overnight it’s a combination of 3 years of planning and hard work, I applaud Mr Darius Babuseng and Zanele from Bosco and their teams for making the “Kimberley July”  a success on its first year of commencement”  Ms Sharon Lewis concluded.

For first time betters the event offered an exciting first time experience as punters raced to the betting stations in the hope of winning. The 2000m sand oval track hosted 10 rounds of races and over 15 horses competing was sure to keep punters on their toes.

MEC JACK LEADS A FACT-FINDING MISSION DELEGATION TO THE EASTERN CAPE

The MEC for Finance, Economic Development and Tourism, Hon Mac Jack, is leading a delegation to the Coega Development Corporation and East London Industrial Development Zone on a five-day fact-finding mission in the Eastern Cape Province.

The delegation will visit the Coega in Port Elizabeth from Monday to Wednesday morning before heading to East London for the last leg of the trip which will end on Friday.

 The delegation will consist of the Northern Cape MECs Pauline Williams (Transport, Safety and Liaison), Mxolisi Sokatsha (Public Works), Lebogang Motlhaping (Health), mayors and municipal managers from ZF Mgcawu, Namakwa, Dawid Kruiper, and Richtersveld municipalities including the CEO of the Northern Cape Economic Development, Trade and Investment Agency (NCEDA) Mr. Thobela Dikeni.

 The trip comes after MEC Jack’s recent visit to Coega, where he undertook to study the best practices that Eastern Cape Province, in particular, COEGA Development Corporation employ in conducting their business, especially with regard to the Special Economic Zone (SEZ).

The award winning Coega SEZ was recently recognised for its international reach as Best International Trade Marketing Specialist in South Africa at the Sub-Saharan Enterprise Awards 2017 hosted by MEA (Middle East & Africa) Markets.

 Demonstrating its capability, in the same month, the CDC was also the winner of the Infrastructure Development category at the Vision 2030 Awards.

The visit will assist the Northern Cape government in the establishment of a fully fleshed SEZ in Upington.

“Our primary mandate as the department is to grow the economy which will create much desired jobs in our province. Hence the mission will be forming much needed partnerships with Coega and East London IDZ, towards addressing the structural challenges relating to poverty, unemployment and inequality,” said MEC Jack

Jack indicated that the Upington SEZ will be linked to the Boegoe bay as an export channel for various commodities.

Supported by the department of trade and industry (the dti) the Upington SEZ, is a business entity of the Northern Cape Provincial Government, responsible for leading a manufacturing revolution in the renewable and solar energy, mining, agriculture, aeronautical and other sectors.

Through SEZs, the dti wants to bring economic activity and growth to isolated parts of the country, which have commercial potential and creation. The aim is to provide an investor-friendly business environment that attracts foreign and domestic investment, and creates employment.

The proposed Upington SEZ is driven by the anticipated positive outlook for the renewable solar energy power demand in South Africa within the context of the IRP 2010 plan of the South African Government. It is anticipated that the increased utilization of renewable energy as a source of electricity generation will drive the establishment of new industries.

Progress to date is that bulk infrastructure is adequate for phase 1 consisting of 58.4ha. Electricity for the SEZ will be provided through the development of a new Photo Voltaic (PV) Facility with an output of up to approximately 23MW, located on 72 hectares of land within the SEZ which will commence from phase two.

Kgalagadi Bush Racecourse

The Northern Cape Department of Economic Development and Tourism, Department of Sports Arts & Culture together with the Kgalagadi Municipality celebrated the official opening of the Kgalagadi Bush Horse Race event in Kuruman on Saturday 29th July 2017. The Kgalagadi Bush Race Event took place on the 29th-30th July hosted at the Seoding Race course graced by the presence of participants coming from as far as Johannesburg, Askam, Brei, Free State, Vansuilsrus, and Upington.

The event took off with a cutting of the ribbon ceremony where the Head of the Department, Mr Darius Babuseng and Kgosi (King) Setlhodi officially opened the event. “We as the Economic Development and Tourism take pride in supporting such events, they help support SMMEs and build social cohesion. These are the type of events that contribute immensely to the tourism industry and development. We are grateful of the efforts put in by the leadership in bringing together such an event and bringing life to such a rural as this kind of sport only take place in urban areas. We are also happy to see stalls selling their products as it promote SMME development, one of our key performance areas” Mr Babuseng said, as he wished every horse racer the best of luck.

Kgosi Setlhodi showed a lot of appreciation to stakeholders, “We want to thank the government departments for supporting our event, we are happy that as horse owners we have always wanted to breed our horses with the intention of competing in racers, so we are really happy to be gaining such support and looking forward to the future success of the event”. 

SMMEs play a very important economic and social role, both through their prominence in the economy and in job creation, a role which is greatly appreciated in these times of crisis and rising unemployment rates. Local SMMes grabbed the opportunity to showcase and sell their products with both hands as they sold delicious food and drinks to event goers.

DEDAT HOST IT SECURITY HACKATHON

The Department of Economic Development and Tourism hosted another successful hackathon at the Sol Plaatjie University, on 16-17 May 2017.

Geekculcha, Sol Plaatje University and DEDAT held 24 hour, IT Security Summit Hackathon. The event was held simultaneously to the IT Web Security Hack in Johannesburg. Student, local SMMEs, IT professionals from both the private and public sector attended and participated in the event (Hack - #SS17Hack). The Hackathon challenged innovators to build secure systems and innovative mechanisms for the security sector large bearing in mind the retail, public and financial sectors.

Mentors supervised over the groups and the generation of solutions for first leg of the Hack on 16 May 2017. The prizes were as follows, first prize received R5000, second prized won R2500 and third prize was awarded R1000.

Six groups participated and presented their ideas to the panel of judges on 17 May 2017, after which the winners were announced. Kimberley Natives were first to present followed by Big Data, Joxicraft, SixGig , Stephen and DAM. The panel of four judges critiqued the ideas and further encouraged the participants by acknowledging that their products presented had the potential to be commercialized. The teams were judged strictly on security amendment, innovation and complexity.

Third prize was awarded to Big Data, second place was taken by SixGig and the first prize was won by Joxicraft.

Departmental officials worked tirelessly to ensure the success of the event. The event was a success and engaged the youth and interrogated the cyber security sector, which is a growing concern to the public, private and retail sectors. Such innovative and critical thinking is essential to the progression of cybersecurity.

WOMEN EMPOWERMENT ROUND TABLE SESSION

The Department of Economic Development and Tourism: Economic Transformation and Empowerment hosted a Round table discussion session at Frances Baard offices on 8th June 2017. The aim of this initiative was to celebrate, support, and empower local business women in the province in partnership with District Municipality and other key stakeholders. Bringing together big business, government, SMME’s Township business owners, support agencies and high potential entrepreneurs assist to facilitate industry partnership across all sectors for sustainable job creation and economic growth.

The dynamism of women entrepreneurs is a positive force that is growing at a tremendous rate and should be encouraged at every opportunity. It is often said that women are better at managing small businesses because they are more organized - after all they also have experience in managing their families, and managing their businesses is seen as an extension of that. In many instances they have proven that they are creative, good at people management, team work and negotiation. The sad part is that most women are not exposed to bigger opportunities and information sharing seems to be the problem causing this. The first part will be to skill and educate our women so that they must be ready for when business opportunities are presented in the province, they must be in a position to participate.

Mr Darrel Christians, an Executive Manager from the department gave a brief background on the history of our NC economy and where it is now. He further alluded on the business opportunities which women can take advantage of in the province. The event was graced by stakeholders namely SEDA, SEFA, NYDA and the mines sharing what their institution stands for and how they can assist women moving forward in business. It is in such platforms that business and government come together to assist in women empowerment and contributing to economic growth.

STOP VIOLENCE AGAINST WOMAN AND CHILDREN

The premier of the Northern Cape Mrs Sylvia Lucas invited all Departments, the police and the community, to join hands and fight the violence against woman and children, the event happened on the 1st of June 2017 at the circle near Pick and Pay in Galeshewe.

Acting Provincial Commisioner Maj-Gen Koliswa Otola said the rate of rape and sexual abuse is a serious concern where the community and the police have to work together to fight this violence, she mentioned some of the successful cases that they had, an example which was made of Cornelius Julies who got life sentences for rape.

The Premier Mrs Sylvia Lucas urged those who are victims of these acts to break the silence, report those perpetrators to the police, she said the gender based violence is not the issue for the police, is not an issue for the social workers, it’s not a government issue and it’s not only a woman issue, it affects all of us, the police cannot be everywhere at all times but somewhere at a given time a member of the community is at a place where violence or any crime is committed, her plead therefore is that the community work with the police and report those crimes so that those perpetrators can be dealt with, she further urged officials to carry on wearing black on Thursday in supporting the fight against woman and children abuse. 

NORTHERN CAPE TO SHOWCASE ITS TOURISM DIVERSITY AT INDABA

The Northern Cape Province is pulling out all the stops to wow visitors to Africa’s leading travel trade show in Durban from 16 – 18 May.  

 At the 2017 INDABA, the Northern Cape showcased not only their exceptional leisure tourism opportunities, but also their burgeoning incentive travel portfolioINDABA is one of the largest tourism marketing events on the African calendar and one of the top three ‘must visit’ events of its kind on the global calendar. 

It showcases the widest variety of Southern Africa's best tourism products and attracts international buyers and media from across the world. INDABA is owned by South African Tourism and organised by Pure Grit Project and Exhibitions Management (Pty) Ltd. 

The Board Chairperson of the Northern Cape Tourism Authority, Mr Collin Fortune indicated that the Northern Cape offers an unsurpassable selection of tourism offerings.  “The Northern Cape offers visitors extreme nature, extreme culture and extreme adventure and each of our five regions has its own unique character and charm.  Due to its geographical spread, the Northern Cape is a province that celebrates its diversity and as such appeals to a wide tourism audience,” He said. 

President Jacob Zuma visited one of the Northern Cape exhibitors Ms Mpho Cornelius,  from the Workshop Ko Kasi, an African Spa and a Township Café based in Mothibistad, Kuruman.

In recent years, the Northern Cape has become one of Southern Africa’s fastest growing business destinations. The splendid natural beauty of the province combines with the renowned hospitality of its people and value-added packages make the Northern Cape an appealing destination to the Meetings, Incentives, Conferences and Events (MICE) market.

DEDaT Hosts a Business Information Session in Namakwa

As the new economy generation of young people in South Africa Today, we are generally exposed to more options for self-and independent-employment than our parents were. We have greater freedom, many choices, and are more autonomous, yet, in comparison, our life and business experience is limited. In our new millennium, we live in a world of almost instant everything, but we face unprecedented economic and social realities, and are further confronted by an increasingly fast-paced, complex, and unpredictable business world. Mentoring can provide much needed support and guidance to help SMME’s to become successful in their own businesses, while, to some extent the SMME’s may be educated or knowledgeable about certain disciplines, without having had the opportunities to apply their academic training and gain experience, there is often a lack of many skills and the requisite maturity needed to survive in business.

The Department of Economic Development and Tourism (DEDaT) through the Youth and Disability unit held an information session in the Namakwa region on the 28-30 March 2017. The aim of the information session was to inform the students at the Namakwa College of the services offered by the department and the opportunities they can take advantage of. Students from the Entrepreneurial Developmental Skills class were enlightened on how SMME’s contribute to the economy, reducing unemployment and urged to take advantage of the opportunities offered by government in to tapping into the business world. Ms Seta De Vos explained to the class the process, the requirements and the opportunities of establishing a Cooperative.

One of the requirements of the class to qualify in the fields they are studying for is to complete a lucrative business plan. The team encouraged the learners not only to see it as one of the requirements but also as an opportunity. Ms Moalekwa informed the learners that there will be a competition run by Small Enterprise Development Agency (SEDA) in partnership with the department where they will be looking for good quality business plans and see how they will support that business idea. A good business plan is essential in supporting a good business idea and for grant funding. Grant funding services is aimed at assisting the start of a business or in the upgrading of the business. Ms Moalekwa also encouraged the learners in starting their own business and visiting the SEDA offices to enquire more about the registration process.

“I am already in the business of selling clothes to the community but we are not registered. My brother and I buy clothes from Johannesburg and Cape Town and sell to the locals. We have already established a clientele and so far the business is doing really well. I have enrolled in the Entrepreneurial Skills course to enhance my skills as a business person. I have also identified a need of entertainment in our community. There are no recreational activities where the youth can keep them busy. I am so happy that the department has taken this time to share such valuable information as it will give us guidance in what to do.” Said Andisiwe Mdlalana, a student at the Namakwa College.

Ms Wildemans and Ms Dennis continued to encourage the learners to look at the business opportunities emphasising on the future growth and development of our economy. Wished them all the best in the future endeavours.

NC GOGOS GO ON TOUR

Excitement and jubilation was in the air amongst the senior citizens, who attended the “Gogo on tour” expedition on 08 – 09 February 2017 at the Big Hole Protea Hotel in Kimberley.

It all started with the founder, Gogo Thokozile Matjokane, who’s dream it was to travel the world. This inspired Matjokane to found her NGO, Gogo on Tour in 2012, which would see her travelling with pensioners to see the world. Gogo on Tour is a free travel club for the elderly and has since garnered members throughout the country.

Gogo on Tour has now partnered with South African Tourism Nationally, tour operator Siyavaya Tours and the Northern Cape Department of Economic Development and Tourism. This event aims to reach 1000 elderly citizens throughout the country.  

The Northern Cape is the seventh province to host this social tourism initiative, under the theme “Tourism for all.”

The senior citizens from Barkly West, Warrenton, Gaska and Bophelong old age home, were treated to a tour around the Big Hole, visits around the diamond city, a guest lodge stay and pampering with foot and back massages by Bloem Spa. A truly delightful experience for our elderly, in the comfort of our beautiful province.

The event was successful in showcasing that tourism is indeed inclusive of the elderly, proving that tourism is affordable and accessible to everyone, so let’s all “experience the Northern Cape”.

INTERNATIONAL TOURIST GUIDE DAY

INTERNATIONAL TOURIST GUIDE DAY CELEBRATION “PEACE AND DEVELOPMENT THROUGH DIALOGUE”

The Department of Economic Development and Tourism (DEDaT) celebrated International Tourist Guide Day, on 28 March 2017 at Horsershoe Motel, in the form of a workshop. The day was celebrated with learners from different schools who do Tourism as a subject as well as tourist guides and tourism officials from DEDaT, with the theme “Peace and development through dialogue”.

According to Ms Wilson, Executive Manager of Tourism at DEDaT, “the celebrations sought to create awareness about tourist guiding. It also provided a platform for the recognition of tourist guides who have excelled in their profession. The tourism industry continues to play an important role in the South African economy and its impact on the gross domestic product (GDP)”.

The day is celebrated annually and was first introduced by the World Federation of Tourist Guide Association in 1990, where 15 countries participated. Twenty three (23) years later, this day is celebrated by tourist guides in more than 75 countries.

Talks were given to learners to explain the importance of the tourism sector in the economy, existing tourism opportunities and the tourist attractions in the province. 
According to Mr Mokhele from DEDaT, “learners have only the Tourism theory that they are taught at schools, as a Department we wanted to create a platform where learners get exposed to how we as government promote tourism in the province, the career opportunities available in tourism and we wanted them to engage with tourist guides who excel in the business in Northern Cape”.

After the workshop the learners were taken on a tour to Maggersfontein Battlefield and the Wildebeest Kuil Rock Art Centre The Wildebeest Kuil Rock Art centre, is a rock engraved site with visitors centre on the land owned by the !Xun and Khwe San situated about 16km from Kimberley.
