Purpose : 
The RaLED Unit is responsible for supporting all five districts and local municipalities in the Northern Cape by providing strategic guidance, project development, and policy formulation to drive economic growth and sustainability.
 
Functions
 

1. Economic Development Project Support

  • Identifying, developing, and implementing LED project initiatives across municipalities.

  • Supporting municipalities in economic data analysis to inform policy and investment decisions.

  • Facilitating access to funding and resources for economic development programs.

2. ​Strategic Policy Development & Implementation:

  • Developing strategic policy documents for municipalities, including: LED Strategies, LED Components of Integrated Development Plans (IDPs), Municipal Business Plans,  and Economic Development Bylaws.

  • Establishing and guiding LED Forums at municipal and district levels.

  • Aligning municipal LED strategies with national and provincial economic frameworks including New Growth Path (NGP), Industrial Policy Action Plan (IPAP) and Preferential Procurement Policy Framework (PPPFA).

3. Strengthening Economic Capacities & Inclusivity.

  • Designing and implementing programs that enhance economic participation, particularly for: Women, Youth, Persons with disabilities, Black-owned businesses, Supporting growth in key sectors such as: Green Economy (renewable energy, climate adaptation projects),   Mining & Beneficiation (value addition, supply chain participation), Agriculture & Agro-processing, Tourism & Heritage Economy and Manufacturing & SMME Development.

4. LED Strategy & IDP Integration.

  • Developing comprehensive LED strategies for municipalities.

  • Ensuring LED components are effectively integrated into municipal IDPs for holistic planning.

  • Providing technical support to municipalities for effective policy execution and monitoring.

5. Implementation of Economic Frameworks.

  • Facilitating the understanding and implementation of the National and Provincial LED Frameworks within municipalities.

  • Ensuring LED policies align with broader government economic transformation strategies.

  • Supporting municipalities in creating investment-friendly environments to attract businesses and industries.
