
Captain Neville Noble
Bio
Neville Noble is the principal officer of the SAMSA (South African Maritime Safety Authority) office in Saldanha and has been with SAMSA since 2011.
Having been the principal officer in 3 of the 9 coastal SAMSA port offices (Ngqura, Port Elizabeth and Saldanha) he has been exposed to a wide array of maritime related industries and work carried out by SAMSA. This includes SAMSA’s Regulatory Enforcement function, Seafarer Qualifications & Certification, Seafarer Welfare, Technical Services, Occupational Health & Safety, Port State Control Inspection, Flag State Inspections and Incident management.
In addition to the normal legislated responsibilities for a principal officer, Neville has also been involved with the drafting and review of various maritime related legislation, the implementation and approval processes of new business like, bunkering in Algoa bay and passenger vessels calling smaller SA ports, the establishing and running various local community initiatives (like the sponsoring of subsistence fisher vessel surveys and training).
Neville’s sea going career was primarily on container vessels and product carrying tanker vessels with Safmarine/Maersk which spanned from 2001 to 2011 where he obtained his STCW Master Certificate of Competence qualification. His love for the sea date back to primary school where he used to scuba dive, body board, fish from the family owner vessels.
