Consumer Protection and Business Regulations

Purpose:

To promote good governance of public entities and agencies and remove barriers which inhibits business development and to ensure regulation of Consumer  Protection in the Northern Cape Province.

Functions:

     1. Identify and address barriers to business development.
     2. Monitoring and evaluation of Provincial Agencies.
     3. Manage Consumer Protection Issues.
     4. Ensure effective implementation of legislation affecting the consumer protection and public entities.
     5. Ensure effective and efficient corporate governance.
     6. The provisioning of education, advisory and awareness programmes.

It is made up of the following sub-programmes:

Consumer Protection

Purpose : 
To manage and promote the provision of consumer rights protection services (i.e. through consumer protection authority).

Functions : 

  1. Manage the provision of consumer rights protection services in terms of the Act.  
  2. Manage the development of norms and standards in line with the national framework on protection of consumer rights.
  3. Administer relevant national and provincial frameworks on consumer protection.
  4. Conduct investigations/inspections and issue compliance notices. 
  5. Facilitate mediation or conciliation of disputes.
  6. Refer disputes to provincial consumer courts.
  7. Promotion of Consumer Rights through awareness and capacity programmes.
  8. Conduct research and basket price comparison.
  9. Register complaints.
  10. Provide secretariat to consumer court.

Purpose : 

To manage and facilitate the provision of business regulatory services.

Functions : 
  1. Manage the provision and review of policy framework, norms and standards to regulate business.
  2. Monitor policy implementation in relation to Casino, Racing, Gambling, Wagering, Liquor Licences; and Other relevant activities.
  3. Provide support in the development of enabling business regulatory mechanisms/framework at the local level (trading by-laws).
