Human Resource Development Strategy and Stakeholder Co-ordination
Purpose
To facilitate and coordinate capacity development of citizens within the Province
Services
Coordination of Human resource development interventions across all sectors in the province

Fuctions

  • The developing and maintaining of a Provincial Job Evaluation Policy.
  • The conducting of Job Analysis.
  • The provisioning of specialised advice on Job matters.
  • The provisioning of secretarial support to the Provincial Job
  • Evaluation panels.
  • The developing of Job Evaluation norms and standards.
  • The management of the Quality Assurance process.
  • The developing and maintaining of a Job Evaluation Database.
  • The co-ordination of Job Evaluation training.

Labour Relations:

Responsible to facilitate sound labour relations and industrial stability through effective dispute management, collective bargaining in the Provincial Administration. It further builds capacity of managers in the Provincial Administration in dealing with labour matters, prevention of dispute and provide advisory services on labour relations issues.

Purpose

To harmonize the environment and bring sound labour peace within the working environment.

Services
  • Provide advisory services to line managers in the OTP on the application and management of:

  • Provide advisory services to line departments on the application and management of:
    • Dispute Resolution
    • Griviences
    • Dispute
  • Provide investigative services to the office of the Premier in relation:
    • Dispute Resolution

    • Griviences
    • Dispute
  • Provide support and capacity building and awareness programmes in the OTP through information sessions
  • Provide support and capacity building and awareness programmes in Provincial Departments through information sessions.
  • Facilitate and provide Negotiations support on behalf of the provincial administration.
  • Facilitate and provide support to provincial departments in the chairing of disciplinary hearings and appeals.

Functions

  • The promoting and mainenance of labour peace and harmonious Employer/ Employee relations.
  • The representing of the Province in National fora, such as
  • Public Service Co-ordinating Bargaining Council ( PSCBC ),General Public Service Sectoral Bargaining Council (GPSSBC) to negotiate and bargain on conditions of service for employees.
  • The providing of advisory services on Labour Relations to line departments and the Office of the Premier.
  • The rendering of Labour Relations services to all departments in the Province with a lack of sufficient capacity.

Purpose

The programme is responsible to conduct research on special projects that is initiated by the National Secretariat for Police in order to influence policy changes.

Services

  • Conduct Community Satisfaction Survey
  • Conduct research on crime trends in different communities

Monitoring and Evaluation

 

Purpose

The sub-programme monitoring and evaluation is responsible to exercise an oversight function over the police in the province. 

Services

Monitoring and Evaluation conducts assessments at police stations with the national monitoring tool to ensure compliance with national directives, national instructions and relevant legislation.

Functions

  1. Conduct National Monitoring Tool at Police Station 
  2. Monitor service delivery complaints management
  3. Monitor Domestic Violence Act compliance
  4. Monitor and evaluate national special projects

 Purpose

To ensure the transformation of the SAPS by promoting accountability and transparency in the police service with the mandate outlined in Section 2 and 3 of the SAPS Act. It has been established as a designated department at national level in terms of the Civilian Secretariat for Police Service Act, 2011 (CSPS Act).

  • Exercise Civilian Oversight over the Police Service, through monitoring and evaluating of overall police performance against planned programmes.
  • Give strategic advice to the MEC in respect of developing and implementing policies.
  • Provide administrative support services to the MEC, to oversee effectiveness and efficiency of police service.
  • Liaise and communicate with stakeholders.
  • Implement a partnership strategy to mobilise role-players and stakeholders to ensure the safety and security of communities.
  • Promote good relations between police and community.
  • Coordinate the functions and powers of Civilian Secretariat national and provincial spheres of government.
  • Provide guidance to community police fora and associated structures and facilitate their proper functioning.

Service

Section 16 of the Act compelled each MEC to constitute a provincial Secretariat for Police.

The Provincial Secretariat must:

  • Monitor and Evaluate the implementation of policing policy in the province
  • Evaluate and monitor police conduct in the province.
  • Promote community police relations
  • Establish and promote partnerships and
  • Manage the enhancement of community safety structures within the province.

It is made up of the following sub-programmes:

  • Monitoring and Evaluation
  • Policy and Research
  • Safety Promotion
