Purpose

To provide safe, reliable, economical and accessible transport services. Strives to maximise access to affordable transport services.  

Services
  • Monitoring of Public Transport Grant services.
  • Monthly meetings with service providers
  • Payment processing of service providers relating to Public Transport Operations

 Functions

  1. Ensure contract compliance by contracted public transport operators.
  2. Coordinate monthly monitoring in terms of the utilization of subsidized services and learner transport.
  3. Attend monthly monitoring meetings, compile and submit progress reports.
  4. Ensure the maintenance of the approved public transport network documents (surveys);
  5. Coordinate  PTIC meetings as and when required, compile and submit progress reports;
  6. Coordinate the appointment of external monitors;
  7. Convert month to month subsidised public transport contracts to new tendered / negotiated contracts.
  8. Conduct spot checks at schools and contracted routes. 
  9. Facilitate the procurement/appointment of new service providers.
  10. Verify PTOG reports to ensure compliance as prescribe by Division of Revenue Act and submit reports to National Transferring Officer (NDoT);
  11. Allocate budget for the respective contracted operators.
  12. Ensure that contracted operators’ claims are within their allocated budget.

Purpose

To manage, coordinate and facilitate the transport safety and compliance in all modes with related legislation, regulations and policies through pro-active and reactive tactics and strategies (Transport Safety and Compliance).

  • To promote and improve safety in the public transport systems,
  • Enforce compliance in line with the public transport legislation,
  • Coordinate provincial safety and compliance initiatives
  • Develop and implement safety projects and practices in line with the Strategic Plan, Annual Performance Plan and Operational Plans of the Department of Transport, Safety and Liaison.
  • To promote empowerment in the transport industry by means of training.
  • To promote awareness in the transport industry.
Services
  • Provide training for the transport industry role players.
  • Hold meetings with taxi industry role players to explain government policies and legislations.
  • Manage the operations of the transport inspectorate.
  • Compile quarterly and annual reports.
  • Facilitate discussions with SANTACO regarding financial empowerment.
  • Promote empowerment by means of training for women in the transport industry.

Functions

  1. Coordinate awareness programmes/sessions for the public transport industry
  2. Coordinate empowerment programmes for the public transport industry;
  3. Promotion and improvement of Safety on learner transport vehicles by conducting roadworthiness 
  4. Operations throughout the province

Special Programmes:  

The Directorate coordinates, monitor and evaluate service delivery on special programmes as well as introduce interventions on emerging service delivery challenges.

Purpose
The central purpose of Special Programmes is to Mainstream, Coordinate, Monitor and evaluate programmes in terms of Women, Children, and People with Disabilities to address inequalities and restore the moral fibre of society.
Services

  • Office on the Status of Women
  • Moral Regeneration Movement

Functions

  • Policy analysis assists in identifying gaps in policy and implementation around impact of gender, disability and child’ rights related legislation;
  • Mainstreaming is a central function of the special programmes with the objective of ensuring that government complies with its gender, disability and children’ rights commitments and those in the Charter of Positive Values;
  • Co-ordination of all programmes through regular meetings and focal points provincially;
  • Monitoring and Evaluation generates reports which provide progress made against benchmarks;
  • Institutional support and Capacity building is aimed at strengthening government’ systems, processes and structures to ensure delivery sensitive to the target groups;
  • Advocacy in terms of conducting public awareness and education for the promotion of mainstreaming gender, disability, children’ rights and moral fibre related issues in government programmes (policies, plans and strategies) with extensive campaigns associated with celebratory/commemorative days
  • Liaison and networking actively by attending local, regional, and national seminars/workshops.
