Purpose
To facilitate and coordinate capacity development of citizens within the Province

  • The developing and maintaining of a Provincial Job Evaluation Policy.

  • The provisioning of specialised advice on Job matters.
  • The provisioning of secretarial support to the Provincial Job
  • Evaluation panels.
  • The developing of Job Evaluation norms and standards.
  • The management of the Quality Assurance process.
  • The developing and maintaining of a Job Evaluation Database.
  • The co-ordination of Job Evaluation training.

Human Resource Administration:

It is responsible to manage all HR information and it is tasked with developing transversal HR policies and advising departments on HR compliance. It manages and coordinates Human Resource Administration functions provincially and in the Office of the Premier.

Purpose

To provide strategic leadership in human resource administration in the Northern Cape Province, by ensuring a diverse, competent and committed workforce that is capable to deliver on Government’s mandate. The key focus of this division is to manage and co-ordinate the human resource administration function provincially and Office of the Premier

Services

  • The provisioning of recruitment and appointment services
  • Internal functions
    • Manage the recruitment and appointment process within the Office of the Premier
    • Facilitate transfers in and out the Office of the Premier
    • Facilitate the relocation of officials
  • External functions
    • Manage the recruitment and appointment process of Heads of Departments
    • Manage the period to fill vacant post within Provincial Departments
    • Manage the Vacancy Rate of Provincial Departments
    • Facilitate the development of Provincial Human Resource Administration Policies
    • Manage the implementation and compliance of the PSA, PSR, MPAT, PSCBC Resolutions
    • Implement conditions of service and service benefits
    • Payment of service benefits i.e. housing allowance, etc.
    • Management of leave
    • Administration of pension benefits
    • Development and implementation of transversal Human Resource Policies

Labour Relations:

Responsible to facilitate sound labour relations and industrial stability through effective dispute management, collective bargaining in the Provincial Administration. It further builds capacity of managers in the Provincial Administration in dealing with labour matters, prevention of dispute and provide advisory services on labour relations issues.

Purpose

To harmonize the environment and bring sound labour peace within the working environment.

  • The promoting and mainenance of labour peace and harmonious Employer/ Employee relations.
  • The representing of the Province in National fora, such as
  • Public Service Co-ordinating Bargaining Council ( PSCBC ),General Public Service Sectoral Bargaining Council (GPSSBC) to negotiate and bargain on conditions of service for employees.
  • The providing of advisory services on Labour Relations to line departments and the Office of the Premier.
  • The rendering of Labour Relations services to all departments in the Province with a lack of sufficient capacity.

Efficiency Services:

Responsible to provide professional organisational development services to the Provincial Administration, to ensure that organisational designs contribute to continuous service delivery. It also ensures that departments are compliant with regard to the Framework on Job Evaluation and co-ordinates the development of the OTP’s HR Plan and monitors its implementation.

Purpose

To provide professional Human Resource Planning, organisational design and efficiency enhancement services, to advance continuous service delivery improvement within the Northern Cape Provincial Administration

Employee Health & Wellness:

Responsible to facilitate workplace interventions and provides informed, responsive and research based leadership that will ensure successful implementation of EHW programmes in the workplace.

Purpose

The Employee Health and Wellness Unit (Employee Health & Wellness of People) in the office of the Premier is a workplace intervention and monitoring unit that will ensure successful implementation of wellness programs in the province and OTP.
