The Northern Cape Planning System (NCPS) is designed to provide enhanced access to and detailed information about the Northern Cape Provincial Spatial Development Framework (PSDF). This system aims to ensure stakeholders can easily understand and utilise the spatial development objectives and strategies outlined in the PSDF. Additionally, the NCPS plays a crucial role in enabling effective monitoring and evaluation of the PSDF, ensuring that the framework's implementation stays on track and achieves the desired outcomes.

 

        PSDF Review and Alignment

The Northern Cape Provincial Spatial Development Framework (PSDF) is undergoing a significant review to align with the Spatial and Land Use Management Act (SPLUMA), Act 16 of 2013, and the Spatial Development Framework (SDF) guidelines published by the Department of Rural Development and Reform. This strategic review aims to enhance the PSDF by aligning it with SPLUMA and addressing several key objectives:

  • Alignment with SPLUMA: Ensuring that the PSDF complies with Section 15 of SPLUMA to meet national spatial planning laws.
  • Policy Integration: Improving cross-sectoral policy and project implementation for a more cohesive development approach.
  • Strategic Vision: Providing a spatial development vision that aligns with national, provincial, and regional policies.
  • Institutional Mechanisms: Establishing mechanisms to promote spatial and land use management at both provincial and municipal levels, including Traditional Councils.
  • Enhanced Implementation: Integrating a GIS tool to strengthen the framework's implementation and monitoring processes.
  • Provincial Interest: Addressing matters of provincial interest as stipulated under Section 12 of SPLUMA.
  • Common Spatial Agenda: Presenting a unified spatial agenda for development in the province.
  • Sustainable Development: Promoting sustainable development and providing updated spatial and demographic data.

 

      Objectives of the NCPS

The NCPS is developed to foster departmental alignment and cooperation during the planning phases of projects, ensuring that funds are spent in the optimal locations. It serves as both a decision-making aid and a prioritisation mechanism, helping to determine which projects are “low hanging fruit” and which require longer timeframes or additional investment to optimise their viability. The main objectives of the NCPS include:

  • SPLUMA Principles: Assessing the desirability and sustainability of projects in line with SPLUMA principles.

  • Policy Integration: Ensuring project intentions and locations align with National, Regional, and Provincial Spatial Development Framework proposals.

  • Project Prioritisation: Allowing for the prioritisation and promotion of complying projects, while providing guidance to non-complying projects regarding
    potential shortcomings.

  • Land-Use Application Motivations: Providing additional support for the motivational sections of land-use applications required for projects.

  • Monitoring & Evaluation: Assessing project types, budgets, and locations within the province to ensure effective monitoring and evaluation.

  • Provincial Interest: Promoting projects of provincial interest and ensuring they can access support where shortcomings are identified in related projects.

Spatial Toolkits to Enhance the PSDF

The Northern Cape Provincial Spatial Development Framework (PSDF) is supported by several spatial toolkits developed to enhance its use and accessibility for stakeholders. These toolkits provide various functionalities to ensure the effective implementation and alignment of spatial planning initiatives with the PSDF.

Public Viewer

The Public Viewer is designed to provide users with access to comprehensive cadastral information, spatial planning information, and the Spatial Planning categories. This toolkit offers an intuitive interface for the public to view and understand the spatial data relevant to their needs.

2. Driver Toolkits

The Driver Toolkit has been developed to facilitate access to specific departments responsible for various drivers within the PSDF. Each driver is separately prepared and packaged, making it easier for users to access detailed information relevant to each department. This toolkit includes data on planned and existing projects for each department, aiding in the spatial alignment of these projects. It ensures that departmental projects are coordinated and align with the broader spatial objectives of the PSDF.

3. Planning Assessment Toolkit

The Northern Cape Planning Assessment Toolkit is designed to test projects against various vulnerability, planning, and desirability indicators. This toolkit enables users to ensure that their projects are consistent with the PSDF. It provides guidance on improving alignment with the PSDF through the detailed indicators provided. By using this toolkit, users can better assess the viability and sustainability of their planned projects.

4. Monitoring and Evaluation Toolkit

The Northern Cape Monitoring and Evaluation Toolkit supports the integration of various drivers and the monitoring and evaluation of key SPLUMA principles through built-in indicators. This toolkit ensures that planning initiatives adhere to SPLUMA principles and provides a framework for continuous evaluation and improvement of spatial planning efforts within the province.

Access to Toolkits

Access to the various toolkits is restricted and regulated by the Northern Cape Office of the Premier. This ensures that only authorised users can utilise these toolkits, maintaining the integrity and security of the spatial planning data and tools.

            PUBLIC VIEWER
            The Public Viewer has been developed to provide the latest cadastral
             information and supporting layers, such as base maps (aerial imagery,
             street maps, etc.), to the public and private sectors.

              Driver 1 focuses on promoting sustainable economic growth in the Northern
              Cape by enhancing key sectors such as agriculture, mining, tourism, energy,

             MONITORING AND EVALUATION
             The Northern Cape Office of the Premier has established an integrated
             Monitoring and Evaluation (M&E) system for the Northern Cape Planning
             System (NCPS), utilising a spatially-enabled story map and dashboard to
             monitor and evaluate development initiatives across the province.
